According to the guidance in four Circulars of the Ministry of Education and Training, including Circular 01/2021/TT-BGDDT, Circular 02/2021/TT-BGDDT, Circular 03/2021/TT-BGDDT, Circular 04/2021/TT-BGDDT and amended by Circular 08/2023/TT-BGDDT, the current salary coefficients for teachers at different levels are as follows:

- Preschool Teachers

+ Preschool Teacher rank 3, code V.07.02.26, apply the salary coefficients of public employees type A0, from a salary coefficient of 2.10 to 4.89;

+ Preschool Teacher rank 2, code V.07.02.25, apply the salary coefficients of public employees type A1, from a salary coefficient of 2.34 to 4.98;

+ Preschool Teacher rank 1, code V.07.02.24, apply the salary coefficients of public employees type A2, group A2.2, from a salary coefficient of 4.0 to 6.38.

- Primary School Teachers

+ Primary School Teacher rank 3, code V.07.03.29, apply the salary coefficients of public employees type A1, from a salary coefficient of 2.34 to 4.98;

+ Primary School Teacher rank 2, code V.07.03.28, apply the salary coefficients of public employees type A2, group A2.2, from a salary coefficient of 4.00 to 6.38;

+ Primary School Teacher rank 1, code V.07.03.27, apply the salary coefficients of public employees type A2, group A2.1, from a salary coefficient of 4.40 to 6.78.

- Lower Secondary School Teachers

+ Lower Secondary School Teacher rank 3, code V.07.04.32, apply the salary coefficients of public employees type A1, from a salary coefficient of 2.34 to 4.98;

+ Lower Secondary School Teacher rank 2, code V.07.04.31, apply the salary coefficients of public employees type A2, group A2.2, from a salary coefficient of 4.00 to 6.38;

+ Lower Secondary School Teacher rank 1, code V.07.04.30, apply the salary coefficients of public employees type A2, group A2.1, from a salary coefficient of 4.4 to 6.78.

- Upper Secondary School Teachers

+ Upper Secondary School Teacher rank 1, code V.07.05.13, apply the salary coefficients of public employees type A2, group A2.1, from a salary coefficient of 4.40 to 6.78.

What is the statutory pay rate for teachers from July 1, 2024 in Vietnam?

Based on Article 3 of Decree 73/2024/ND-CP:

Statutory Pay Rate

1. The statutory pay rate serves as the basis for:

a) Calculating wages in salary scales, allowances, and implementing other policies as stipulated by law for the subjects specified in Article 2 of this Decree;

b) Calculating operational allowances, subsistence allowances according to the provisions of law;

c) Calculating deductions and policies entitled to the statutory pay rate.

2. From July 1, 2024, the statutory pay rate is 2,340,000 VND/month.

Is every teacher in Vietnam eligible for the statutory pay rate increase?

Based on Article 2 of Decree 73/2024/ND-CP:

Applicable Subjects

1. Individuals receiving salaries or allowances that apply the statutory pay rate as stipulated in Article 1 of this Decree, including:

a) Officials from central to district levels as prescribed in Clauses 1 and 2, Article 4 of the Law on Cadres and Officials of 2008 (amended and supplemented at the Law amending and supplementing a number of articles of the Law on Cadres and Officials and the Law on Public Employees of 2019);

b) Commune-level officials as prescribed in Clause 3, Article 4 of the Law on Cadres and Officials of 2008 (amended and supplemented at the Law amending and supplementing a number of articles of the Law on Cadres and Officials and the Law on Public Employees of 2019);

c) Public employees in public service providers as prescribed in the Law on Public Employees of 2010 (amended and supplemented at the Law amending and supplementing a number of articles of the Law on Cadres and Officials and the Law on Public Employees of 2019);

d) Individuals performing work under labor policy contracts as stipulated in Decree No. 111/2022/ND-CP dated December 30, 2022, of the Government of Vietnam on contracts for certain types of work in administrative agencies and public service providers in cases eligible for or agreed upon in the labor contract to apply wage classification according to Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam on wage policy for officials, public employees, and armed forces;

Thus, according to the above regulation, only teachers who are public employees working in public schools or teachers working under contract 111 will have their statutory pay rate increased under Decree 73/2024/ND-CP.
