Salary Grading
- Public employees appointed to the professional title of students' counselor as regulated in this Circular shall apply the salary scale for public employees in table 3 (salary scale for professional, specialized cadres, public employees in the public service provider of the State) promulgated together with Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam on salary policies for officials and public employees and armed forces (hereinafter referred to as Decree No. 204/2004/ND-CP). Specifically:
a) The professional title of rank III students' counselor public employee (code V.07.07.24) applies the salary coefficient of type A1 public employees, from a salary coefficient of 2.34 to a salary coefficient of 4.98;
b) The professional title of rank II students' counselor public employee (code V.07.07.23) applies the salary coefficient of type A2 public employees (group A2.2), from a salary coefficient of 4.00 to a salary coefficient of 6.38;
c) The professional title of rank I students' counselor public employee (code V.07.07.22) applies the salary coefficient of type A2 public employees (group A2.1), from a salary coefficient of 4.40 to a salary coefficient of 6.78.

What are standards for rank 1 public employees who work as students' counselors in Vietnam?
Pursuant to Article 6 of Circular 11/2024/TT-BGDDT,rank 1 public employees who work as students' counselors in Vietna must meet the following standards:
- Standards of training and retraining qualifications
+ Hold a university degree or higher in the following training majors or fields: Psychology; Social Work; Sociology; Teacher Training suitable for education level;
+ Complete the training program according to the professional title standards of students' counselor public employees as regulated.
- Standards of professional competence and expertise
+ Actively, proactively propagandize and motivate colleagues to implement the policies and guidelines of the Vietnam Communist Party, the policies and laws of the State, and the regulations of the sector regarding student counseling;
+ Be capable of guiding and supporting colleagues to develop and implement student counseling programs and content;
+ Understand and master the psychological, physiological characteristics, and health of students; recognize the diversity and sensitivity of individuals needing counseling and support; identify signs of abuse, school violence, and implement appropriate preventive and responsive measures;
+ Be capable of guiding and supporting colleagues to develop professional skills and expertise; regularly update and apply new knowledge into student counseling work. Be able to provide professional supervision for students conducting counseling and support outside of school;
+ Be capable of applying, deploying legal, psychological, social knowledge, and other related knowledge into student counseling professional activities; have teaching skills and apply information technology into the work;
+ Be capable of proposing professional connectivity methods with relevant organizations and individuals to perform counseling and support tasks for students.

- Appointment to the professional title for students' counselor public employees must be based on the provisions of this Circular, as well as the position, tasks, professional competence, and expertise of the public employee.
- When appointing from the official grade or professional title of public employees to the professional title of students' counselor public employees according to the provisions of this Circular, it is not allowed to combine salary level promotion.
Thus, when appointing rank 1 students' counselor public employees, the following principles must be adhered to:
- Appointment to the professional title for students' counselor public employees must be based on the provisions of this Circular, as well as the position, tasks, professional competence, and expertise of the public employee.
- When appointing from the official grade or professional title of public employees to the professional title of students' counselor public employees according to the provisions of this Circular, it is not allowed to combine salary level promotion.
