What is the responsibility allowance for teachers teaching people with disabilities in public vocational education institutions in Vietnam?

According to Article 8 Decree 113/2015/ND-CP, teachers teaching people with disabilities in public vocational education institutions in Vietnam shall receive the following allowance:

(1) For full-time teachers teaching people with disabilities in public vocational education institutions specifically for the disabled or in classes for the disabled in public vocational education institutions:

They shall receive a job responsibility allowance of 0.3 times the statutory pay rate and a preferential teaching allowance for people with disabilities of 70% of their current salary plus a position allowance for leadership, and an out-of-frame seniority allowance (if any).

(2) For part-time teachers teaching people with disabilities in classes for the disabled in public vocational education institutions.

They shall receive a job responsibility allowance of 0.3 times the statutory pay rate and a preferential teaching allowance for people with disabilities of 40% of their current salary plus a position allowance for leadership, and an out-of-frame seniority allowance (if any).

(3) For full-time teachers teaching people with disabilities in inclusive classes for the disabled in public vocational education institutions.

They shall receive a job responsibility allowance of 0.2 times the statutory pay rate and a preferential teaching allowance for people with disabilities according to the following levels:

+ 35% of the current salary plus a position allowance for leadership, and an out-of-frame seniority allowance (if any) for inclusive classes where 5% to less than 10% of students are disabled;

+ 40% of the current salary plus a position allowance for leadership, and an out-of-frame seniority allowance (if any) for inclusive classes where 10% to less than 20% of students are disabled;

+ 45% of the current salary plus a position allowance for leadership, and an out-of-frame seniority allowance (if any) for inclusive classes where 20% to less than 30% of students are disabled;

+ 50% of the current salary plus a position allowance for leadership, and an out-of-frame seniority allowance (if any) for inclusive classes where 30% to less than 40% of students are disabled;

+ 55% of the current salary plus a position allowance for leadership, and an out-of-frame seniority allowance (if any) for inclusive classes where 40% to less than 50% of students are disabled;

+ 60% of the current salary plus a position allowance for leadership, and an out-of-frame seniority allowance (if any) for inclusive classes where 50% to less than 60% of students are disabled;

+ 65% of the current salary plus a position allowance for leadership, and an out-of-frame seniority allowance (if any) for inclusive classes where 60% to less than 70% of students are disabled.

(4) For part-time teachers teaching people with disabilities in inclusive classes for the disabled in public vocational education institutions.

They shall receive a job responsibility allowance of 0.2 times the statutory pay rate and a preferential teaching allowance for people with disabilities according to the following levels:

+ 5% of the current salary plus a position allowance for leadership, and an out-of-frame seniority allowance (if any) for inclusive classes where 5% to less than 10% of students are disabled;

+ 10% of the current salary plus a position allowance for leadership, and an out-of-frame seniority allowance (if any) for inclusive classes where 10% to less than 20% of students are disabled;

+ 15% of the current salary plus a position allowance for leadership, and an out-of-frame seniority allowance (if any) for inclusive classes where 20% to less than 30% of students are disabled;

+ 20% of the current salary plus a position allowance for leadership, and an out-of-frame seniority allowance (if any) for inclusive classes where 30% to less than 40% of students are disabled;

+ 25% of the current salary plus a position allowance for leadership, and an out-of-frame seniority allowance (if any) for inclusive classes where 40% to less than 50% of students are disabled;

+ 30% of the current salary plus a position allowance for leadership, and an out-of-frame seniority allowance (if any) for inclusive classes where 50% to less than 60% of students are disabled;

+ 35% of the current salary plus a position allowance for leadership, and an out-of-frame seniority allowance (if any) for inclusive classes where 60% to less than 70% of students are disabled.

What are the conditions for teachers to receive a responsibility allowance when teaching people with disabilities in Vietnam?

According to Article 7 Decree 113/2015/ND-CP, teachers shall receive a responsibility allowance when teaching people with disabilities if they meet the following conditions:

- Full-time teachers teaching people with disabilities in public vocational education institutions specifically for the disabled or in classes for the disabled in public vocational education institutions.

- Part-time teachers teaching people with disabilities in classes for the disabled in public vocational education institutions.

- Full-time teachers teaching people with disabilities in inclusive classes for the disabled in public vocational education institutions.

- Part-time teachers teaching people with disabilities in inclusive classes for the disabled in public vocational education institutions.

How to calculate the responsibility allowance for teachers teaching people with disabilities in Vietnam?

According to Article 4 Circular 22/2017/TT-BLDTBXH, the responsibility allowance for full-time teachers teaching people with disabilities is calculated as follows:

- The monthly calculation of the responsibility allowance for teaching people with disabilities

Responsibility allowance = Responsibility allowance level × Statutory pay rate.

- Periods that are not included for calculating, and which do not qualify for the responsibility allowance and preferential teaching allowance for people with disabilities

+ The period of business trips, work, or studying abroad receiving 40% salary according to Clause 4, Article 8 of Decree 204/2004/ND-CP

+ The period of business trips, or studying domestically without participating in teaching continuously for more than 3 months;

+ The period of private leave without pay continuously for 1 month or more;

+ The period of sick leave, maternity leave exceeding the time limit prescribed by the Law on Social Insurance 2014;

+ The period of teaching suspension.

- The responsibility allowance for full-time teachers teaching people with disabilities shall be paid with the monthly salary even during the summer break.
