- Determining the necessary coordination between the school, family, and society in teaching and learning Vietnamese for ethnic minority children before entering the first grade.
Thus, the purpose of teaching and learning Vietnamese for ethnic minority children before entering the first grade is:
- Preparing psychological readiness, creating interest, and initiative for children in learning;
- Forming some basic learning skills and the ability to use Vietnamese, communication skills, and social behavior for ethnic minority children before entering the first grade.

Pursuant to Article 4 of Circular 23/2023/TT-BGDDT, the principles to be ensured when implementing the teaching and learning of Vietnamese for ethnic minority children before entering the first grade are as follows:
- Approaching with the orientation of developing qualities and capabilities, wherein the formation and development of Vietnamese language ability is the basic orientation.
- Implementing learner-centered teaching methods and second language teaching methods to teach Vietnamese to children.
- Organizing through play activities, experiences, and discoveries, suitable to the psychological and developmental characteristics of children in the transition period from preschool to elementary school.
- Integrating Vietnamese teaching and learning with the initial learning skills, integrating Vietnamese teaching and learning with the teaching and learning of ethnic culture.
- Ensuring inheritance and connectivity: the content of teaching and learning Vietnamese for ethnic minority children before entering the first grade inherits the content of the preschool education program and connects with the content of the elementary education program as stipulated by the Ministry of Education and Training of Vietnam.

- Preparing for entering the first grade.
- Forming basic learning skills.
- Forming and developing listening and speaking capabilities.
- Forming and developing reading capabilities.
- Forming and developing writing capabilities.
These contents are arranged in a scientific sequence, corresponding to 20 lessons, expressed through familiar and suitable topics and themes for children, oriented to learner’s competency and qualities.

According to Article 10 of Circular 23/2023/TT-BGDDT, the formation and development of writing skills are stipulated as follows:
Formation and development of writing skills
- Knowing how to sit in the correct posture for writing, knowing how to hold a pencil with three fingertips, knowing how to trace letters and numbers on grid-lined notebooks.
- Knowing how to identify horizontal lines, vertical lines, line columns, grids, and coordinate points when tracing letters and numbers: starting point, turning point, and ending point.
- Tracing basic stroke combinations: horizontal strokes, straight strokes, left slanted strokes, right slanted strokes; downward hook strokes, upward hook strokes, two-headed hook strokes; closed curve strokes, left curve strokes, right curve strokes; upper loop strokes, lower loop strokes, upper knot strokes, mid knot strokes.
- Performing tracing activities for letters, words, and numbers from 1 to 9.
