What is the public physical training and sports movements in Vietnam? Are they available for lower secondary school in Vietnam?
Based on Clause 1, Article 12 of the Law on Sports and Physical Training 2006, the regulations on public physical training and sports movements are as follows:
Public physical training and sports movements
1. The State initiates the public physical training and sports movements to motivate and encourage everyone to participate in physical training, performance, and sports competitions, and to form a habit of physical exercise for everyone.

Thus, according to the above regulation, the public physical training and sports movements are initiated to motivate and encourage everyone to participate in physical training, performance, and sports competitions, and to form the habit of physical exercise for everyone.
From this, lower secondary school students can still participate in this movement.
Besides, according to the regulations in Article 13 of the Law on Sports and Physical Training 2006, (amended by Clause 5, Article 1 of the Amended Law on Sports and Physical Training 2018), the authority to decide on organizing public sports competitions is as follows:
Authority to Decide on Organizing Public Sports Competitions
1. The Prime Minister of the Government of Vietnam decides to organize the following public sports competitions:
a) Regional, continental, and world sports festivals organized in Vietnam for people with disabilities at the request of the Minister of Culture, Sports, and Tourism;
b) Regional, continental, and world sports festivals organized in Vietnam for students; National Phu Dong Sports Festival for students at the request of the Minister of Education and Training;
c) Regional, continental, and world sports festivals organized in Vietnam for the armed forces at the request of the Minister of National Defense, the Minister of Public Security.
2. The Minister of Education and Training, the Minister of National Defense, the Minister of Public Security, within their tasks and powers, decide to organize regional, continental, and world sports competitions in Vietnam for students and the armed forces.
3. The Minister of Culture, Sports, and Tourism decides to organize regional, continental, and world sports competitions held in Vietnam for people with disabilities; national public sports competitions.
4. The People's Committees at all levels decide to organize public sports competitions in their localities.
5. Agencies and organizations decide to organize public sports competitions within their tasks and powers.
6. Agencies and organizations deciding to organize public sports competitions must comply with the provisions of this Law and are responsible for stipulating the content, form, policies for training, awards, and ensuring funding for the organization of the competitions.
Thus, the Prime Minister of the Government of Vietnam decides on organizing public sports competitions.
The Minister of Education and Training, the Minister of National Defense, and the Minister of Public Security decide on organizing regional, continental, and world sports competitions in Vietnam for students and the armed forces.
The Minister of Culture, Sports, and Tourism decides on organizing regional, continental, and world sports competitions held in Vietnam for people with disabilities; national public sports competitions.
The People's Committees at all levels decide on organizing public sports competitions in their localities.
Agencies and organizations decide on organizing public sports competitions within their tasks and powers.

What are the rights and obligations of secondary school students in Vietnam when transferred to a sports talent school?
According to Article 62 of the Law on Sports and Physical Training 2006, sports talent schools have 8 tasks, including:
- Organizing the implementation of educational training programs on professional skills in sports as defined in Point a, Clause 2, Article 61 of the Law on Sports and Physical Training 2006.
- Organizing the teaching of general education programs as stipulated in Clause 4, Article 61 of the Law on Sports and Physical Training 2006.
- Participating in sports competitions.
- Organizing moral, character, and lifestyle education for students.
- Taking care of health, nurturing, ensuring cultural, recreational, and play activities for students.
- Recruiting, managing, using personnel.
- Managing, exploiting, and using facilities and equipment.
- Receiving and using sponsorships, contributions from organizations and individuals.
Furthermore, when secondary school students are transferred to a sports talent school, they will have the following rights and obligations:
- To study cultural subjects.
- To practice sports according to their talent.
- To live in the dormitory.
- To benefit from specific nutritional policies as prescribed by the Prime Minister of the Government of Vietnam.
- To be taken care of health and ensured safety during training and competition.
- To participate in sports competitions.
- To be selected for training abroad.
- To comply with the rules and regulations of the school.
- To actively study cultural subjects, cultivate morals, and train professionally to develop sports talents.
- If they wish not to continue studying at the sports talent school, they will be transferred to appropriate general education schools according to their current educational level.
What is the standard age for lower secondary school students according to the law in Vietnam?
Based on the regulations in Article 33 of the Regulation on lower secondary schools, upper secondary schools, and schools with multiple levels of education issued together with Circular 32/2020/TT-BGDDT which stipulates the age of students in secondary schools as follows:
- The age of students entering grade 6 is 11 years old. The age of students entering grade 10 is 15 years old. For students who skipped a grade in the previous level of education or students entering the next level older than the regulated age, the age of entering grade 6 and grade 10 can be reduced or increased based on the age when they graduated from the previous educational level.
- Students who are ethnic minorities, students with disabilities, students in especially difficult circumstances, students returning to the country from abroad can enter school at an age up to 3 years older than the regulated age.
- Students are not allowed to repeat a grade more than 3 times in one educational level.
- Students with good physical and early intellectual development can enter school before the regulated age or skip grades within the education level. The review for each specific case is processed as follows:
+ Parents or guardians submit a request to the school.
+ The principal establishes a survey and advisory council consisting of key members: representatives of the school's leadership and the school's Parent Representative Committee; teachers teaching the class the student is attending.
+ Based on the survey results of the council, the principal considers and makes a decision.
- Students within the regulated age returning from abroad, children of foreigners working in Vietnam can study in secondary schools at their residency or any secondary school if that school is able to accommodate. The review for each specific case is processed as follows:
+ Parents or guardians submit a request to the school.
+ The principal organizes a survey of the student’s level and assigns them to an appropriate class.
