What are regulations on salary arrangement for public employees assisting the education of people with disabilities in Vietnam?

Based on Article 6 of Circular 21/2023/TT-BGDDT, the salaries for public employees assisting the education of people with disabilities are determined as follows:

- Public employees appointed to the professional title of public employees assisting the education of people with disabilities are applied the salary coefficient of public employees of type A0, from the salary coefficient of 2.10 to the salary coefficient of 4.89, as specified in Table 3 (the salary table for professional and technical tasks for officials and public employees in the state public service providers) issued with Decree 204/2004/ND-CP.

- The salary conversion upon appointment to the professional title of public employees assisting the education of people with disabilities is carried out as follows:

+ In case the public employee has been appointed to the professional title of public employees assisting the education of people with disabilities with code V.07.06.16 according to the regulation of Joint Circular 19/2016/TTLT-BGDDT-BNV and meets the educational qualifications specified at point a of clause 3, Article 3 of Circular 21/2023/TT-BGDDT, the transition from the salary coefficient of public employees of type B to that of public employees of type A0 follows the salary arrangement principle specified in Section 2 of Circular 02/2007/TT-BNV and according to current legal regulations;

+ In case the person is currently working in the position of public employees assisting the education of people with disabilities but holds an official rank code or a professional title of another specialty public employee, if meeting the standards for appointment to the professional title of public employees assisting the education of people with disabilities as specified in clause 1, Article 5 of Circular 21/2023/TT-BGDDT, the salary conversion is carried out as follows:

+ In case the person is placed on the salary coefficient of officials or public employees of type A0 according to Table 2 (the salary table for professional and technical tasks for officials in state agencies) or Table 3 (the salary table for professional and technical tasks for officials and public employees in the state public service providers) issued with Decree 204/2004/ND-CP, they are placed on the salary coefficient of public employees of type A0;

+ In case the person is placed on the salary coefficient of officials or public employees of type A1 or higher or type B, they are converted to the salary coefficient of public employees of type A0 according to the salary arrangement principle specified in Section 2 of Circular 02/2007/TT-BNV and according to current legal regulations.

- When implementing the new wage policy, the conversion to new wages is carried out according to the regulations of the Government of Vietnam.

What are the duties of public employees assisting the education of people with disabilities in Vietnam?

Based on clause 1, Article 3 of Circular 21/2023/TT-BGDDT, the duties of public employees assisting the education of people with disabilities in Vietnam are as follows:

- Participating in the development of education plans for people with disabilities;

- Implementing programs and plans to support the education of people with disabilities according to the requirements and regulations of the unit;

- Assisting people with disabilities in learning and practicing specific skills and life skills suitable to their abilities and needs;

- Supporting teachers in activities related to the care and education of people with disabilities;

- Coordinating with teaching staff and homeroom teachers to assess people with disabilities;

- Participating in mobilizing people with disabilities to attend school;

- Providing support, consultancy to families of people with disabilities, and the community on knowledge and skills in caring for and educating people with disabilities;

- Completing training programs; self-learning, self-enhancing professional skills as required by the job position;

- Performing other tasks assigned by the principal.

What are the regulations on appointments of the professional title of public employees assisting the education of people with disabilities in Vietnam?

Based on Article 5 of Circular 21/2023/TT-BGDDT, appointments to the professional title of public employees assisting the education of people with disabilities with code V.07.06.16 are conducted for:

- In cases where public employees are working as support staff for the education of people with disabilities but have not been appointed according to the regulation of Joint Circular 19/2016/TTLT-BGDDT-BNV, they are appointed when meeting the educational qualifications specified at point a, clause 3, Article 3 of Circular 21/2023/TT-BGDDT.

- In cases where individuals are recruited into the position of public employees assisting the education of people with disabilities after the effective date of this Circular and meet the probationary requirements as prescribed.
