What is the origin of capital concentration?
To understand the origin of capital concentration, we need to explore the concept of capital concentration. According to Marxism-Leninism, capital concentration is the increase in the scale of individual capital by merging existing individual capitals in society into a larger individual capital. Competition and credit are the strongest levers promoting capital concentration.
Due to competition, individual capitals voluntarily link or merge together. Capitalist credit serves as a means to concentrate idle funds in society into the hands of capitalists.
From the aforementioned concept of capital concentration, we can understand that the origin of capital concentration is the existing individual capitals in society which, due to competition, lead to voluntary linkage or merging.
The origin of capital concentration directly reflects the competitive relations within the capitalist class and also affects the relationship between capital and labor.

Based on Section 1 of the Marx-Lenin Philosophy Syllabus issued with Decision 19/2003/QD-BGDDT, the purpose and requirements for the Marx-Lenin Philosophy course at a college level are regulated as follows:
Purpose
Equip students with relatively systematic fundamental contents about the worldview and methodology of Marx-Lenin Philosophy.
Initially, enable them to apply the basic principles of Marx-Lenin Philosophy in studying specific sciences as well as analyzing practical problems of life.
Requirements
To achieve the above purposes, the following requirements must be met:
Present the fundamental principles in accordance with the national curriculum of Marx-Lenin Philosophy and the textbooks of Marx-Lenin Philosophy used in universities issued by the Ministry of Education and Training.
Meet the training objectives of colleges. Ensure pedagogical standards: clear and logical presentation with summaries, review questions, and references after each lesson.
Are students of Marx-Lenin studies and Ho Chi Minh Ideology in Vietnam exempt from tuition fees?
Based on Article 15 of Decree 81/2021/ND-CP:
Tuition Fee Exemption Subjects
- Subjects according to the Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution if they are studying at educational institutions within the national education system.
- Kindergarten children and students with disabilities.
- Kindergarten children and students under 16 years old without caretakers and people from 16 to 22 years old attending primary, secondary education institutions, undergraduate studies for the first degree, falling under the monthly social allowance according to clause 1 and clause 2 of Article 5 of Decree 20/2021/ND-CP dated March 15, 2021, of the Government of Vietnam on policies for social assistance for social protection subjects. Students at intermediate, college levels who are orphans of both parents and have no other support according to the Law on Vocational Education.

- Students specializing in Marx-Lenin studies and Ho Chi Minh ideology.
- Students, postgraduate, doctoral candidates in majors like Leprosy, Dermatosis, Psychiatry, Forensic Medicine, Forensic Psychiatry, Pathological Anatomy at public healthcare training institutions according to state-ordered targets.
- Students, children from very small ethnic groups as stipulated in clause 1 of Article 2 of Decree 57/2017/ND-CP dated May 09, 2017, of the Government of Vietnam on priority admission policies and support for education for preschool children and ethnic minority students in areas with difficult socio-economic conditions.
- Learners belonging to specific programs or projects with tuition fee exemptions according to regulations of the Government of Vietnam.
- Graduates of secondary education continuing to intermediate education.
- Learners at intermediate, college levels in fields, occupations that are challenging to enroll but have societal demand as categorized by the Ministry of Labor, Invalids, and Social Affairs.
- Learners in specialized fields meeting the demands of socio-economic, defense, and security development according to the Law on Vocational Education. Specialized fields are specified by the Prime Minister of the Government of Vietnam.
Thus, students specializing in Marx-Lenin studies and Ho Chi Minh ideology are subjects eligible for tuition fee exemption.
