Based on Article 1 of Decree 56/2011/ND-CP stipulating the scope of regulation and the subjects of application:
Scope of regulation and subjects of application
- This Decree stipulates preferential allowance policies by profession for officials and public employees, commune-level healthcare workers (working under contract policies according to Decision No. 58/TTg dated February 3, 1994, by the Prime Minister of Vietnam regulating some issues on organization and policies for grassroots healthcare) directly engaged in healthcare; officials and public employees engaged in management and administrative roles not directly involved in healthcare specialties such as HIV/AIDS, leprosy, tuberculosis, mental health, pathology, forensic science (hereinafter collectively referred to as officials and public employees) in public healthcare institutions.
- This Decree does not apply to healthcare professionals who are part of the armed forces.
Thus, school healthcare staff are entitled to professional incentives.

What is the preferential allowance rate for school healthcare staff in Vietnam?
Based on Article 3 of Decree 56/2011/ND-CP, as supplemented by Article 1 of Decree 05/2023/ND-CP, the preferential allowance rates are stipulated as follows:
Preferential allowance rates
- A 70% allowance rate applies to officials and public employees who regularly and directly perform the following tasks:
a) Testing, diagnosing, treating, and caring for patients with HIV/AIDS, leprosy, tuberculosis, mental illnesses;
b) Forensic examinations, forensic psychiatry, pathology.
- A 60% allowance rate applies to officials and public employees who regularly and directly perform the following tasks:
a) Diagnosing, treating, and caring for patients in emergency, intensive care, or emergency medical services (EMS 115), dealing with infectious diseases;
b) Testing and preventing infectious diseases;
c) Border health quarantine.
- A 50% allowance rate applies to officials and public employees who regularly and directly diagnose, treat, care for, and serve patients in anesthesia, resuscitation, critical care, pediatrics, toxicology, burn treatment, and dermatology.
- A 40% allowance rate applies to officials and public employees who regularly and directly engage in preventive medicine; testing; diagnosing and treating diseases; controlling infections, patient care, rehabilitation; medical examination; traditional medicine; pharmaceuticals, cosmetics; food safety and hygiene, medical equipment; reproductive health at public healthcare institutions and facilities caring for war invalids, disabled soldiers, and special needs individuals, except for the cases specified in Clauses 1, 2, and 3 of this Article.
- A 30% allowance rate applies to the following officials and public employees:
a) Officials and public employees who regularly and directly perform health education communication tasks; population - family planning tasks;
b) Officials and public employees engaged in management and administrative roles without directly involving in healthcare at specialized institutions, hospitals, and centers for HIV/AIDS, leprosy, tuberculosis, mental health, pathology, forensic science.
6. For officials and public employees who do not directly engage in healthcare; healthcare officials and public employees engaged in management and administrative roles at general public healthcare providers (except those specified in point b, clause 5 of this Article), healthcare professionals working in agencies, units, schools, the head of the unit will decide based on job specificity and revenue sources, but not exceeding 20% of the current salary scale, plus position allowances, seniority allowances beyond the framework (if any) of the beneficiary.
- The professional preferential allowance rates for preventive medicine and grassroots healthcare professionals applied from January 1, 2022, to December 31, 2023:
a) A 100% allowance rate applies to professionals who regularly and directly engage in preventive medicine (including border health quarantine); who engage in healthcare work at commune health stations, polyclinics in regions, maternity homes, district-level health centers, and district-level hospitals.
b) During the application period for the professional preferential allowance rates for preventive and grassroots healthcare professionals as specified in clause 7, the provisions at point c, clause 2, and for those regularly, directly engaged in preventive medicine specified in clause 4, Article 3 will not apply.
Thus, the allowance rate for school healthcare staff will be determined by the principal of the school where the worker is employed, but it must not exceed 20% of the current salary scale, plus position allowances and seniority allowances beyond the framework (if any) of the worker.

1. Each official and public employee is entitled to one professional preferential allowance at the highest rate.
- The professional preferential allowance is calculated as a percentage (hereinafter referred to as %) on the current salary scale, plus position allowances and seniority allowances beyond the framework (if any) of the beneficiary.
Thus, each school healthcare staff will receive one professional preferential allowance at the highest rate.
