Based on point a, clause 3, Article 14 of the Regulation on Undergraduate Training issued together with Circular 08/2021/TT-BGDDT:
Recognition of Graduation and Issuance of Diplomas
- Students are considered and recognized as graduates when they meet the following conditions:
a) Accumulate sufficient modules, credits, and complete other mandatory contents as required by the training program, meeting the output standards of the training program;
b) The cumulative average score of the entire course is at least average;
c) At the time of graduation consideration, they are not under criminal prosecution or undergoing disciplinary action leading to suspension of studies.
- Students who meet the graduation conditions are issued a decision by the head of the training institution to recognize graduation and issue a diploma within 03 months from the time the students meet the graduation conditions and fulfill their obligations to the training institution.
3. The graduation classification is determined based on the cumulative average score of the entire course as stipulated in clause 5, Article 10 of this regulation. In which, the graduation classification of students with excellent and good cumulative average scores will be downgraded by one level if they fall into one of the following cases:
a) The volume of retaken modules exceeds 5% of the total credits required for the entire program;
b) The student has been disciplined at the level of warning or higher during their studies.

Thus, university students who retake more than 5% of the total credits in a program will have their diploma downgraded.
* Note: The diploma downgrading in this case is only applied to students with excellent and good cumulative average scores.

What is the time limit for issuance of bachelor degrees in Vietnam?
Based on point b, clause 1, Article 17 of the Regulation on the Management of Secondary School, High School, Secondary Vocational, College, and University Degrees and Certificates of the National Education System issued together with Circular 21/2019/TT-BGDDT, the regulation is as follows:
Time limit for issuance of degrees and certificates
1. The authorized person stipulated in clause 1, Article 15 of this regulation is responsible for issuing degrees to learners within the following time frame:
a) 75 days from the date of the decision recognizing graduation from secondary school, high school;
b) 30 days from the date of the decision recognizing graduation from secondary vocational, college, university;
c) 30 days from the date of the decision recognizing graduation and awarding a master's degree;
d) 30 days from the date of the decision recognizing the doctoral degree and awarding a doctoral diploma.
2. The authorized person stipulated in clause 2, Article 15 of this regulation is responsible for issuing certificates to learners, not later than 30 days from the conclusion of the training, upgrading, or certification examination course.
3. While waiting for the degree issuance, learners eligible for graduation degrees are granted provisional graduation certificates by the institution where they studied.
The Director of the Department of Education and Training prescribes the form of provisional graduation certificates for those eligible for secondary school, high school graduation degrees in the area; the head of the teacher training institution, the higher education institution prescribes the form of provisional graduation certificates for those eligible for secondary vocational, college, and university degrees.
Thus, the time frame for issuing bachelor degree is 30 days from the date of the decision recognizing university graduation.

Principles for Managing and Issuing Degrees, Certificates
1. Degrees and certificates are managed uniformly, with decentralized management to Departments of Education and Training, granting autonomy and responsibility to teacher training institutions and higher education institutions as stipulated in Article 3 of this regulation.
2. Degrees and certificates are issued once, except in cases stipulated in Article 18 of this regulation.
3. All fraudulent activities in issuing and using degrees, certificates are strictly prohibited.
4. Ensure transparency in the issuance of degrees, certificates.
Thus, a university degree is issued only once. If not falling under the cases of misprint due to the fault of the authorized issuing agency, it will not be reissued.
