Based on Subsection 1, Section A, Part 7 of the Regulations on minimum volume of knowledge, competency requirements that learners must achieve after graduation at the intermediate level, college level for professions in the fields of transportation, environment, and security services (hereinafter referred to as the Regulations) issued together with Circular 56/2018/TT-BLDTBXH, the profession of air traffic control at the college level is defined as follows:
College-level air traffic control is a profession undertaken by air traffic controllers working on the ground. They control flight operations for aircraft on airways, within airport areas, and in flight information regions managed by Vietnam, from the time the aircraft leaves the parking position, taxi to the runway for takeoff until it lands and taxis to the parking position at the destination airport.
Air traffic control assists the flight crew in emergency situations, provides necessary information to ensure flight safety and efficiency, and relays information received from the flight crew to other relevant air traffic service facilities, meeting the Level 5 requirements in the Vietnamese Qualifications Framework.
To ensure air traffic safety, regularity, and efficiency, air traffic controllers frequently provide the flight crew with necessary instructions, flight information, and advisories on flight altitude, speed, flight paths, weather conditions, and other related flight information to prevent collisions between aircraft in flight, between aircraft operating on an airfield, and between aircraft and obstacles in the airport area.
Air traffic control is an international profession, so air traffic controllers must adhere to all requirements and regulations of the Civil Aviation Authority of Vietnam and also follow the recommendations and practices of the International Civil Aviation Organization (ICAO).
Air traffic controllers must manage flights efficiently to achieve the highest effectiveness. For airports solely serving civil purposes, the job is already complex, but for airports serving both military and civilian purposes, the job of the air traffic controller becomes even more complicated.
Those who work as air traffic controllers can be positioned at control towers at airports (TWR), approach control facilities (APP), area control centers (ACC), flight procedure departments, ground-to-air shortwave communication departments, flight coordination notification departments of the Vietnam Air Traffic Management Corporation, airports, airlines, etc.
Minimum volume of knowledge: 2,325 hours (equivalent to 90 credits).

What jobs can be performed after graduating from air traffic control at the college level in Vietnam?
Based on Subsection 5, Section A, Part 7 of the Regulations issued together with Circular 56/2018/TT-BLDTBXH, graduates of the college-level air traffic control program can perform the following jobs:
- Airport control;
- Approach control;
- Area control;
- Data flight management;
- Flight procedures;
- Flight coordination notification.
What are the skill requirements for graduates of the college-level air traffic control program in Vietnam?
Based on Subsection 3, Section A, Part 7 of the Regulations issued together with Circular 56/2018/TT-BLDTBXH, the skill requirements for graduates of the college-level air traffic control program are as follows:
- Be able to use the equipment and technical facilities installed at the work position;
- Be able to observe air traffic and the activities of aircraft;- Be able to coordinate and notify related units;
- Be proficient in writing flight strips;
- Speak clearly and coherently using appropriate terminology according to ICAO and the Civil Aviation Authority of Vietnam regulations, fostering a habit of pronunciation that is accurate, clear, and concise;
- Develop operational plans, assign specific tasks to group members, organize group meetings proactively; support and coordinate group members to work efficiently;
- Be able to write periodic reports (on flight activities, daily technical equipment status; weekly, monthly, quarterly, and annual summaries) and specialized reports according to the requirements of the specific job position;
- Be able to use basic information technology according to regulations; exploit, process, apply information technology in professional tasks;
- Be able to use basic foreign languages, achieving level 2/6 in the Vietnamese Foreign Language Proficiency Framework; apply foreign languages to professional work.
What are the knowledge requirements for graduates of the college-level air traffic control program in Vietnam?
Based on Subsection 2, Section A, Part 7 of the Regulations issued together with Circular 56/2018/TT-BLDTBXH, the knowledge requirements for graduates of the college-level air traffic control program are as follows:
- Explain basic aviation knowledge related to air traffic control: flight principles, aircraft performance, airports, flight rules, air traffic services, air navigation, aviation meteorology, aeronautical information services, aviation security, search and rescue, flight procedures, safety management;
- Present new procedures regarding navigation systems, communication systems, surveillance systems, newly introduced flight procedures;
- Present knowledge about airport control services, approach control services, area control services, notifications, flight coordination and procedures;
- Analyze aviation data related to the job position;
- Present the structure and operation principles of technical equipment used in air traffic control;
- Present civil air traffic procedures, regulations on flight operations within the airport area, flight management procedures, separation forms between aircraft, minimum separation standards; coordination procedures (coordination letters); emergency handling procedures;
- Present basic knowledge about politics, culture, society, law, national defense and security, physical education according to regulations.
