Purpose and Requirements for Organizing the sports festival
1. Purpose of organizing the sports festival
a) To improve the quality of the National defense and security education subject, linking learning with practical activities; organizing and managing the implementation of the content of the National defense and security education curriculum in high schools; promoting the movement of competition in learning and training between schools and localities;
b) To discover individuals and groups with high achievements in learning and training, thus planning to popularize examples, and proposing practical solutions to continue directing the effective implementation of National defense and security education tasks in subsequent years.
2. Requirements for organizing the sports festival
a) The competition content is within the National Defense and Security Education Program in high schools issued by the Ministry of Education and Training;
b) The organization of the sports festival must be serious, objective, truthful, safe, and economical.
Thus, through the above regulations, it can be understood that the National Defense and Security sports festival in high schools are competitions organized for high school students.
The organization of the National Defense and Security sports festival in high schools aims to:

Who has the authority to organize National defense and security sports festival in high schools in Vietnam?
According to the provisions of Clause 1, Article 8 of the Regulations on National defense and security sports festival in high schools issued under Circular 23/2018/TT-BGDDT as follows:
Authority to organize the sports festival
1. School-level sports festival are organized by the school. The principal of the school is responsible for developing the content and plan for organizing the sports festival according to these Regulations; reporting the plan to the district-level National defense and security education Council for coordination in organizing the sports festival; notifying the organization plan to teachers and contestants at least 1 week before the sports festival take place.
2. Provincial-level sports festival are organized by the Department of Education and Training. The director of the department is responsible for developing the content and plan for organizing the sports festival according to the Regulation; reporting the plan to the provincial-level National defense and security education Council to receive direction and facilitate the organization of the sports festival; closely coordinating with the provincial military command, provincial police, relevant departments, and armed force units stationed in the area to organize the provincial-level sports festival and participate in the national-level sports festival; the plan for organizing the sports festival must be notified in writing to schools at least 1 month before the sports festival take place.
3. National-level sports festival are organized by the Ministry of Education and Training. The Minister of Education and Training directs the organization, develops the content and plan for organizing the sports festival according to the Regulations; reporting the plan to the central National defense and security education Council to receive direction; closely coordinating with the Ministry of National Defense, the Ministry of Public Security, Military Zones, Army Corps, Army branches, military and police academies to receive assistance in organizing the sports festival. The plan for organizing the sports festival must be notified in writing to the Departments of Education and Training at least 3 months before the sports festival take place.
Thus, according to the regulations, depending on the level at which the National defense and security sports festival are organized, the authority at that level will differ. To be specific:
- School-level sports festival are organized by the school.
- Provincial-level sports festival are organized by the Department of Education and Training.

The head of the committee is the director of the Department of Education and Training or the assigned deputy director; the deputy head of the committee is the deputy director of the Department of Education and Training or a representative of the provincial National defense and security education Council; members are the heads or deputy heads of specialized divisions, seconded officers to the Department of Education and Training, experienced management specialists, reputable, capable, and well-qualified teachers; representatives from the provincial military command, police, representatives of provincial departments, district-level towns or communes; representatives from military, police units stationed in the area;
c) National-level sports festival Organizing Committee
The head of the committee is the Deputy Minister of Education and Training; the deputy head of the committee is the Director of the Department of National Defense and Security Education; members are directors or deputy directors of the Department of Secondary Education, deputy directors of the Department of National Defense and Security Education, directors or deputy directors of the Department of Political Education and Student Affairs, directors or deputy directors of the Department of Emulation and Commendation; representatives from the central National defense and security education Council, representatives from the Ministry of National Defense and the Ministry of Public Security, representatives from military, police academies, and the hosting unit for organizing the sports festival; specialists from the Department of National Defense and Security Education.
