According to Article 4 of Circular 20/2020/TT-BGDDT:

Standard teaching hours for lecturers appointed to leadership positions or concurrently holding management, CPV, or union responsibilities

1. Lecturers appointed to leadership positions or concurrently holding management, CPV, or union responsibilities (excluding national defense and security education lecturers) are obligated to teach a minimum as per the following standards (calculated as a percentage of the standard teaching hours defined in Clause 4, Article 3 of this Circular):

The head of the higher education institution. based on the objectives, development strategy of the unit; the subject's specificity, discipline, and specific conditions of the unit, decides the standard teaching hour norm for lecturers in an academic year accordingly.

What are the regulations on scientific research by university lecturers in Vietnam?

According to Article 5 of Circular 20/2020/TT-BGDDT, the regulations on scientific research by university lecturers in Vietnam are as follows:

- Lecturers must allocate at least 1/3 of the total annual working time (equivalent to 586 office hours) to perform scientific research duties.

- The assignment and performance of scientific research duties for lecturers must align with the conditions, scientific capabilities, development strategy of the higher education institution, and the lecturers' professional capacity.

- Each year, lecturers must complete the assigned scientific research duties corresponding to their titles or job positions. The scientific research results of lecturers are evaluated through scientific and technological products, research activities, and technology transfer;

Equivalent to at least one scientific research project at the institutional level being accepted from meeting requirements or above, or one article published in a scientific journal with an ISSN, or a scientific report at a specialized scientific conference.

The head of the higher education institution assigns scientific research duties to lecturers and specifies the number of scientific research hours converted from various forms of scientific and technological products, research activities, and technology transfer.

- For lecturers who do not complete scientific research duties according to regulations, the head of the higher education institution considers the specific degree and circumstances when evaluating duty performance in the academic year, classifying competition results, and addressing relevant policies;

Simultaneously, standard teaching hours for these lecturers may be converted into scientific research hours.

What are the guidelines for converting professional activities into standard teaching hours for university lecturers in Vietnam?

According to Article 6 of Circular 20/2020/TT-BGDDT, the conversion of professional activities into standard teaching hours for university lecturers in Vietnam is stipulated as follows:

- Teaching

+ One class session of direct theoretical teaching or online for up to 40 students is counted as 1.0 standard teaching hour; one class session combining theoretical teaching and sample demonstration in training grounds for national defense and security education subjects, or one session for physical education subjects is counted as 1.0 standard teaching hour.

For classes with more than 40 students, depending on specific working conditions for each class in different specializations, one session of direct theoretical teaching in class or online may apply a conversion factor but not exceed 1.5;

The head of the higher education institution specifies the conversion of teaching activities to standard teaching hours as per this clause.

+ A specialized lecture session, theoretical teaching for master's or doctoral training classes, or a teaching session in a foreign language for non-language subjects is counted as 1.5 to 2.0 standard teaching hours.

- Other professional activities

+ The head of the higher education institution specifies the conversion of time spent on other professional activities to standard teaching hours appropriately;

+ Activities that have remuneration funding from other financial sources do not convert the time spent on such activities to standard teaching hours;

However, these activities are considered part of the total standard teaching hours to evaluate annual duty completion for lecturers not exceeding labor standards.
