Under Section 2 of the Standards for Higher Education Institutions issued together with Circular 01/2024/TT-BGDDT, the Standard on recruitment and training of higher education institutions in Vietnam is specified as follows:

II. HIGHER EDUCATION INSTITUTION STANDARD CONTENTS

Standard 5: Recruitment and training

The higher education institution is able to maintain the quality and effectiveness of recruitment, training and support for students.

Criterion 5.1. The average ratio of enrolled students to annual enrolment target over the last 3 years is at least 50%; The training scale is not downsized by more than 30% compared to the last 3 years, unless the downsizing is part of the development orientation of the higher education institution.

Criterion 5.2. The dropout rate, which is the annual ratio of undergraduate students who stop studying in the year, does not exceed 10%. The first-year dropout rate does not exceed 15%.

Criterion 5.3. The graduation ratio, which is the ratio of students who graduate late by less than 2 years from the normal graduation time, is at least 60%; the on-time graduation ratio is at least 40%.

Criterion 5.4. The ratio of students who are satisfied with lecturers in terms of teaching quality and effectiveness is not lower than 70%; the ratio of graduates who are satisfied with the overall study process and experience is not lower than 70%.

Criterion 5.5. The ratio of university graduates who have jobs that match their education, are self-employed or take postgraduate courses within 12 months is not lower than 70%.

Thus, the minimum on-time graduation ratio in higher education institutions in Vietnam is stipulated to be no less than 40%.

What is the deadline for finalizing the data on the Higher Education Institution Standard at higher education institutions in Vietnam?

Under Article 3 of Circular 01/2024/TT-BGDDT, which stipulates the organization of the implementation of the Standards for Higher Education Institutions as follows:

Organization of implementation

1. The Ministry of Education and Training shall:

a) Instruct higher education institutions to provide and update data serving determination of indicators and assessment of fulfillment of the criteria set out in the Higher Education Institution Standard to the higher education database system;

b) Announce the results of implementation of the Higher Education Institution Standard by higher education institutions before every June 30th, starting from 2025 for the preceding reporting year.

2. Higher education institutions shall:

a) Adequately, accurately and uniformly provide and update data serving determination of indicators and assessment of fulfillment of the criteria set out in the Higher Education Institution Standard to the higher education database system. Data shall be finalized every December 31st; financial data shall be finalized on March 31st of the succeeding year.

b) Implement necessary measures to frequently supervise, improve quality and efficiency of higher education, satisfy all standards and criteria in the Higher Education Institution Standard applicable to higher education institutions from 2025;

c) Provide explanation for students, competent authorities and relevant parties for quality and efficiency of higher education via the results of implementation of the Higher Education Institution Standard.

Thus, data on the Higher Education Institution Standard at higher education institutions are finalized on December 31 each year; for financial data, the finalization date is March 31 of the following year.

Furthermore, the results of the implementation of the Higher Education Institution Standard of higher education institutions will be announced by the Ministry of Education and Training before every June 30th, starting from 2025 for the preceding reporting year.

What are the duties and powers of universities in Vietnam?

Under Article 28 of the Law on Higher Education 2012, with some provisions annulled by point c clause 2 Article 77 of the Law on Vocational Education 2014 and clause 2 Article 2 of the Law on Amendments to Law on Higher Education 2018 stipulating duties and powers of universities in Vietnam:

1. Formulating the university development plans and strategies;

2. Deploying the science, technology and training activities, international cooperation, assuring the education quality;

3. Developing the training programs towards the determined target; assuring the connection among the training programs and levels.

4. Organizing the mechanism, recruitment, management and improvement of the teaching staff, the management staff and other employees.

5. Managing the students; assuring the lawful rights and interests of the lecturers, management staff, other employees and students; allocating budget for the implementation of social policies on subjects of social policies, subjects in ethnic areas, areas with poor socio-economic conditions and the subjects learning special profession satisfying the workforce demand for socio-economic development; assuring the pedagogic environment.

6. Actively assessing the training quality and subject to the education quality inspections.

7. Using land and facilities allocated or leased out by the State; enjoying tax exemption and reduction as prescribed by law.

8. Mobilizing, managing and using the resources; building and enhancing the facilities, investing in equipment.

9. Cooperating with domestic and foreign economic, educational, cultural, sports, medical, scientific research organizations

10. Implement the regulations on information and reports, subject to the inspections from the Ministry of Education and Training, relevant Ministries, sectors and provincial People’s Committees where the higher education institutions are situated or organize training activities as prescribed.

11. Other duties and authority as prescribed by law provisions.
