Based on point a, clause 2, Article 11 of Decree 81/2021/ND-CP (amended by point b, clause 3, Article 1 of Decree 97/2023/ND-CP), there are regulations on the maximum tuition for public higher education institutions from the academic year 2023-2024 to the academic year 2026-2027.

Which students are exempt from tuition in Vietnam?
Based on Article 15 of Decree 81/2021/ND-CP, the entities eligible for tuition exemption are regulated as follows:
Entities eligible for tuition exemption:
- Entities as specified by the Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution who are studying at educational institutions within the national education system.
- Preschool children and students with disabilities.
- Preschool children and students under 16 years old without a source of support and those from 16 to 22 years old studying in secondary schools or higher education institutions who are receiving monthly social allowances as stipulated in clause 1 and clause 2 of Article 5 of Decree No. 20/2021/ND-CP dated March 15, 2021, by the Government of Vietnam regarding social assistance policies for social protection beneficiaries. Students at intermediate, college levels who are orphans of both parents and have no one to rely on as per the Law on Vocational Education.
- Preschool children and students in general education, students studying at continuing education institutions following the general education program whose parents (or guardians) are from poor households as defined by the Prime Minister of the Government of Vietnam.
- Five-year-old preschool children in particularly difficult communes, villages in region III of ethnic minority and mountainous areas, extremely difficult communes in coastal and island regions as regulated by the competent authorities.
- Five-year-old preschool children not subject to clause 5 of this Article will be exempt from tuition fees from the academic year 2024-2025 (benefitting from September 1, 2024).
- Preschool children and general education students, students studying at continuing education institutions under the general education program who are biological and legally adopted children of non-commissioned officers and soldiers serving in the army as regulated in clause 2, Article 6 of Decree No. 27/2016/ND-CP dated April 6, 2016, by the Government of Vietnam on certain policies for non-commissioned officers, soldiers in the army, and their families.
- Lower secondary school students in particularly difficult communes, villages in region III of ethnic minority and mountainous areas, extremely difficult communes in coastal and island regions as regulated by the competent authorities, will be exempt from tuition fees from the academic year 2022-2023 (benefitting from September 1, 2022).
- Lower secondary school students not subject to clause 8 of this Article will be exempt from tuition fees from the academic year 2025-2026 (benefitting from September 1, 2025).
- Students under nomination programs (including nominated students for boarding vocational training for three months or more) as stipulated by the Government of Vietnam on nomination policies for higher education and vocational education institutions under the national education system.
- Students from ethnic boarding schools, preparatory higher education institutions, and preparatory university departments.
- Students studying at vocational education and higher education institutions who are ethnic minorities with parents (or guardians) from poor or near-poor households as defined by the Prime Minister of the Government of Vietnam.
- Students learning Marxism-Leninism and Ho Chi Minh Thought.
- Students, master's students, and doctoral candidates studying in public health personnel training institutions in any of the following specialized fields: Leprosy, Tuberculosis, Psychiatry, Forensic Medicine, Forensic Psychiatry, and Pathological Anatomy as per the State's order targets.
- Ethnic minority students from very small groups as stated in clause 1, Article 2 of Decree No. 57/2017/ND-CP dated May 9, 2017, by the Government of Vietnam on priority policies for admission and supporting education for preschool children and ethnic minority students from very small groups in areas with difficult or particularly difficult socio-economic conditions as per current regulations by the competent authorities.
- Students under various programs and projects eligible for tuition fee exemption as stipulated by the Government of Vietnam.
- Lower secondary school graduates continuing to study at intermediate levels.
- Students at intermediate or college levels in fields with low enrollment rates but high social demand as listed by the Ministry of Labor - Invalids and Social Affairs.
- Students in special professional fields aligning with socio-economic, national defense, and security development requirements as defined by the Law on Vocational Education. Specific specialized fields determined by the Prime Minister of the Government of Vietnam.
Thus, the following student groups are exempt from tuition fees, specifically:
- People with meritorious services to the revolution and their relatives as per the Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution 2020;
- Students with disabilities;
- Students aged 16 to 22 studying for a first-degree higher education program who are receiving monthly social allowances as specified in clause 1 and clause 2, Article 5 of Decree 20/2021/ND-CP;
- Orphaned college students who have lost both parents and have no support as per the Law on Vocational Education 2014;
- Students nominated (including boarding students for vocational training with a duration of three months or more) as per the Government of Vietnam's policies on nominations to higher education and vocational education institutions under the national education system;
- Students studying at vocational education and higher education institutions who are ethnic minorities with parents (or guardians) from poor or near-poor households as specified by the Prime Minister of the Government of Vietnam;
- Students learning Marxism-Leninism and Ho Chi Minh Thought;
- Students in any of the specialized fields: Leprosy, Tuberculosis, Psychiatry, Forensic Medicine, Forensic Psychiatry, and Pathological Anatomy at public health personnel training institutions as per the State's order targets;
- Ethnic minority students from very small groups as stated in clause 1, Article 2 of Decree 57/2017/ND-CP in areas with difficult or particularly difficult socio-economic conditions as regulated by the competent authorities;

- Students in special professional fields aligning with socio-economic, national defense, and security development requirements as defined by the Law on Vocational Education 2014.
Which students are eligible for a 50% tuition reduction in Vietnam ?
Based on clause 2, Article 16 of Decree 81/2021/ND-CP, the following students will be eligible for a 50% tuition reduction:
