4. Students who have exceeded the maximum study period as stipulated but have not met graduation conditions due to incomplete National Defense Education or Physical Education courses, or have not met the foreign language and information technology output standards, within a period of 03 years from the time of discontinuing their studies, may complete the remaining conditions and request for graduation recognition.
5. Students who do not graduate will be issued a certificate for the completed coursework within the training program of the educational institution.
6. Regulations of the educational institution specify:
a) Process, procedure for graduation assessment and recognition, the time and number of graduation assessments per year;
b) The retention, recognition of accumulated academic results for students who do not graduate;
c) Permission for students who have finished their regular study period to switch to a form of part-time study or distance learning (if available) of the educational institution if still within the allowable study period as stipulated for the receiving form of training.

- Accumulation of sufficient coursework, credits, and completion of other mandatory content as required by the training program, meeting the output standards of the program;
- The average cumulative score for the entire course must be at least average or higher;
- At the time of graduation assessment, the student should not be under criminal prosecution or undergoing disciplinary action that results in suspension of studies.

Handling violations by students
- Students committing fraud in exams, tests, or assessment of academic results will be disciplined for each violated subject according to the current high school graduation examination regulations issued by the Ministry of Education and Training, except where stipulated in Clause 2 of this Article.
- Students who take exams on behalf of others or have others take exams on their behalf will be disciplined by suspension of studies for 01 year for the first violation and expulsion for the second violation.
3. Students using fraudulent documents, degrees, or certificates as conditions for admission or graduation will be expelled; any previously issued degrees will be revoked and cancelled.

Duration for issuing degrees and certificates
1. Authorities stipulated in Clause 1, Article 15 of this regulation are responsible for issuing degrees to learners within the following durations:
a) 75 days from the date of high school or high school graduation recognition decision;
b) 30 days from the date of pedagogical intermediate, pedagogical college, university graduation recognition decision;
c) 30 days from the date of master's degree recognition decision and diploma issuance;
d) 30 days from the date of doctorate level recognition decision and diploma issuance.
2. Authorities stipulated in Clause 2, Article 15 of this regulation are responsible for issuing certificates to learners no later than 30 days from the end of the advanced training, vocational education programs, or certificate exams.
3. While waiting for the diploma, students eligible for graduation degrees are issued provisional graduation certificates by the educational institution attended.
The Director of the Department of Education and Training prescribes the form of provisional graduation certificates for high school graduates in the region; the head of the teacher training and higher education institution prescribes the form of provisional graduation certificates for pedagogical intermediate, pedagogical college, and higher education diploma graduates.
Thus, the duration for issuing university graduation degrees after the graduation recognition decision is 30 days.
