What is the maximum number of students allowed in each class in a school for the gifted in Vietnam?
Based on the provisions stipulated in Clause 3, Article 8 of the Regulations on organization and operation of upper secondary schools for the gifted issued together with Circular 05/2023/TT-BGDDT, regulations on classes in schools for the gifted are as follows:
Classes in Schools for the gifted
- Classes in schools for the gifted are organized according to subjects in the general education program issued by the Minister of Education and Training, including: Literature, History, Geography, Foreign Language, Mathematics, Information Technology, Physics, Chemistry, Biology (collectively referred to as specialized classes).
- No general classes are organized in schools for the gifted.
- Each class for the gifted has no more than 35 students.
- Based on conditions ensuring educational quality and the proposal of the principal of the school for the gifted, the managing body of the school for the gifted decides the number of subjects for which classes are organized (hereinafter referred to as subjects) and the number of classes for each subject.
Thus, according to the above regulation, each class in a school for the gifted can have a maximum of 35 students.

According to the provisions of Article 17 of the Regulations on organization and operation of upper secondary schools for the gifted issued together with Circular 05/2023/TT-BGDDT, the regulations on admissions to the initial grade are as follows:
First, enrollment principles
- Implement according to the regulations of the admission regulations for lower secondary schools and upper secondary schools issued by the Ministry of Education and Training;
- Ensure the selection of students who are intelligent and have obtained good results in training and learning at the lower secondary school level and are capable of studying in schools for the gifted;
- Ensure accuracy, objectivity, fairness, transparency, and equality between provincial schools for the gifted and schools for the gifted belonging to higher education institutions.
Second, enrollment plan
- Provincial schools for the gifted: Annually, the Department of Education and Training submits the enrollment plan of the school for the gifted for approval by the provincial People's Committee;
- Schools for the gifted belonging to higher education institutions: Annually, the principal of the school for the gifted submits the enrollment plan for approval by the governing board of the higher education institution managing the school for the gifted;
- 60 (sixty) days at the latest before the entrance exam date, the school publicly announces the enrollment plan on the electronic portal of the managing body of the school for the gifted and of the school for the gifted.
Third, registration, application, and conditions for admission
The Department of Education and Training, and higher education institutions with schools for the gifted, stipulate the registration, application, and conditions for admission.
Fourth, organization of entrance exams
- The Department of Education and Training (for provincial schools for the gifted), higher education institutions (for schools for the gifted belonging to higher education institutions):
+ Stipulate exam subjects, exam forms, and duration for each exam according to each subject; exam scoring coefficients (if any), admission scores;
+ Issue decisions to establish committees for exam creation, invigilation, exam marking, and review;
+ Approve the list of students admitted to the school for the gifted.
- The organization of exam creation, invigilation, exam marking, and review is applied according to the current regulations of high school graduation examinations.
Fifth, admission results
The admission results are publicly announced on the electronic portal of the managing body of the school for the gifted and the electronic portal of the specialized school at the latest 3 (three) days after the announcement of successful candidates.
Sixth, time for sending admission result reports
By August 30 every year, the school for the gifted sends an admission result report to the managing body of the school for the gifted.
What is the education program and plan of the school for the gifted in Vietnam?
According to the provisions of Article 20 of the Regulations on organization and operation of upper secondary schools for the gifted issued together with Circular 05/2023/TT-BGDDT, regulations on the education program and plan of the school for the gifted are as follows:
(1) Education Program
- For specialized subjects: Implement the advanced education program for specialized subjects as stipulated by the Minister of Education and Training;
- For other subjects: Implement the general education program issued by the Minister of Education and Training;
- The principal of the specialized school decides on the organization of teaching in foreign languages as per regulations; develops teaching materials following the advanced education program for specialized subjects as stipulated by the Minister of Education and Training.
(2) Education Plan
- The education plan of the school for the gifted is developed to organize the implementation of the education program of the school for the gifted as stipulated in Clause 1, Article 20 of the Regulations on organization and operation of upper secondary schools for the gifted issued together with Circular 05/2023/TT-BGDDT;
- The education plan of the school for the gifted must ensure full implementation of the general education plan as per regulations and allocate time to enhance the quality of education for specialized subjects, foreign languages, information technology, and to strengthen students' life skills and social activity skills.
- Schools for the gifted organize educational activities according to the regulations of the charter for secondary schools, upper secondary schools, and multi-level schools, while also enhancing educational activities in arts, music, and sports to develop students' virtues, intellect, physique, and beauty comprehensively;
+ Intensify the organization of scientific research activities, creative techniques, and educational activities in life values, life skills, and social activities for students;
+ Focus on organizing subject clubs and other clubs suitable to students' needs and the school's conditions.
