Details on the limits on number of professional job positions in lower secondary schools in Vietnam

According to Article 12 of Circular 20/2023/TT-BGDDT, the details on the limits on number of professional job positions in lower secondary schools are as follows:

limits on number of Professional Job Positions

* Job Position for lower secondary school Teachers:

- lower secondary schools are staffed with a maximum of 1.9 teachers per class;- Ethnic boarding lower secondary schools, semi-boarding lower secondary schools, and schools for disabled students at the secondary level are staffed with a maximum of 2.20 teachers per class;- lower secondary schools, after calculating the number of students per class according to Clause 2 Article 3 of Circular 20/2023/TT-BGDDT or according to Clause 4 Article 3 of Circular 20/2023/TT-BGDDT, if there is a surplus of students, then for every 17 students in Region 1 or 20 students in Region 2 or 22 students in Region 3, an additional teacher is allocated;- Beyond the above quotas, each lower secondary school, ethnic boarding school, semi-boarding lower secondary school, and school for disabled students at the secondary level is allocated 01 teacher as the Chief of the Ho Chi Minh Young Pioneers Team.

* Job Position for Equipment, Laboratory:

Each lower secondary school is allocated 01 person.

* Job Position for Educational Services:

- Ethnic boarding and schools for disabled students at the secondary level are allocated a maximum of 02 people;- Other lower secondary schools are allocated 01 person;- In case staffing is not possible, labor contracts can be used or teachers and staff can be assigned additional responsibilities;- Beyond the quotas specified in points a, b of Clause 3 Article 12 of Circular 20/2023/TT-BGDDT, ethnic boarding and semi-boarding lower secondary schools may contract additional staff for student management; based on the scale, nature, and actual conditions, schools determine the number of labor contracts and submit them for approval by competent authorities.

* Job Position for Student Counseling: Each lower secondary school is allocated 01 person. In case staffing is not possible, labor contracts can be used or teachers can be assigned additional responsibilities.

* Job Position for Supporting Education for Disabled Students:

- For schools for disabled students at the secondary level: For every 15 disabled students, 01 person is allocated;- For lower secondary schools with inclusive education for disabled students: Schools with fewer than 20 disabled students in inclusive education are allocated 01 person; schools with 20 or more disabled students in inclusive education are allocated a maximum of 02 people;- In case staffing is not possible, labor contracts can be used or teachers and staff can be assigned additional responsibilities.

Limits on number of general specialized job positions in lower secondary schools in Vietnam

According to Article 13 of Circular 20/2023/TT-BGDDT, the limits on number of general specialized job positions are stipulated as follows:

* Job Position for Library, Office Administration:

- lower secondary schools with 28 or more classes in Region 3, 19 or more classes in Regions 1 and 2; ethnic boarding lower secondary schools are allocated a maximum of 02 people;- lower secondary schools with 27 or fewer classes in Region 3, 18 or fewer classes in Regions 1 and 2 are allocated 01 person;- Ethnic semi-boarding lower secondary schools, based on the number of classes and actual conditions, apply the quotas specified for lower secondary schools in points a, b of Clause 1 Article 13 of Circular 20/2023/TT-BGDDT;- Schools for disabled students at the secondary level are allocated 01 person.

* Job Position for Clerical, Treasury, Accounting:

- lower secondary schools and ethnic semi-boarding lower secondary schools are allocated a maximum of 02 people;- Ethnic boarding schools, schools for disabled students at the secondary level, lower secondary schools with 40 or more classes, and ethnic semi-boarding schools with more than 200 students eligible for semi-boarding policies are allocated a maximum of 03 people;

* Job Positions that cannot be staffed with permanent employees, labor contracts or additional assignments will be used.

- lower secondary schools, based on the nature, workload, and actual conditions, determine the job positions, the number of employees for each position, and tasks for additional assignments accordingly.
