How to formulate and issue regulations for cultural competitions in vocational education in Vietnam?

Based on Article 16 of Circular 33/2019/TT-BLDTBXH on the preparation for organizing cultural competitions in vocational education institutions:

Preparation for Organizing Cultural, Artistic Competitions

1. Formulate the Plan for organizing cultural, artistic competitions; issue regulations for cultural, artistic competitions.

2. Establish the Organizing Committee to direct and execute the tasks of the competition; The Organizing Committee decides on the formation of the judging panel and auxiliary subcommittees (teams).

3. Formulate and issue competition regulations.

a) The Organizing Committee of the cultural, artistic competition formulates and issues the competition regulations and announces them publicly.

b) Based on the scale and level of the competition, the Head of the Organizing Committee decides to gather opinions from the cultural, artistic management authorities according to the hierarchy before issuance.

c) The core content of the competition regulations includes: purpose, requirement; time, location of the event; subjects, participants; content, form, category; criteria, scoring method; provisions on rewards, discipline, complaint resolution; provisions on dossier and registration procedures; funding; other provisions (if any) and implementation terms.

Thus, according to the above-mentioned regulation, the formulation and issuance of competition regulations in vocational education cultural activities happens as follows:

- The Organizing Committee of cultural, artistic competitions formulates and issues the competition regulations and announces them publicly.

- Based on the scale and level of the competition, the Head of the Organizing Committee decides to gather opinions from the management authorities in charge of culture and art according to the hierarchy before issuance.
