What are the responsibilities of intermediate schools in Vietnam?
Under Clause 1, Article 8 of Circular 14/2021/TT-BLDTBXH, intermediate schools perform the tasks prescribed in Article 23 of the 2014 Law on Vocational Education, related legal provisions, and the following specific regulations:
- Organize the implementation of training programs at the intermediate level, primary level, and regular training programs as prescribed by the Minister of Labor, War Invalids and Social Affairs;
- Compile, construct, select, approve training programs, textbooks, and learning materials for each training discipline according to the regulations of the Minister of Labor, War Invalids and Social Affairs;
- Develop and organize admission plans as prescribed by the Minister of Labor, War Invalids and Social Affairs;
- Organize training activities; perform examinations, assessments, and recognize graduations; print templates, manage, and issue intermediate training diplomas, primary level certificates, and training certificates as prescribed by the Minister of Labor, War Invalids and Social Affairs. Organize practical training in health sector training and other specific disciplines as prescribed by the Government of Vietnam;
- Manage learners, organize physical education, sports, cultural, arts, and other comprehensive educational activities for learners as prescribed by the Minister of Labor, War Invalids and Social Affairs;
- Provide career counseling, job orientation, and employment assistance for learners and organize startup support activities as prescribed by law;
- Implement policies supporting short-term training (below three months) for rural workers, female workers, people with disabilities, and other policies as prescribed by law;
- Recruit, utilize, and manage teaching staff, administrators, public employees, and workers ensuring adequate numbers suitable for disciplines, career scale, and training levels as prescribed by law;
- Delegate or organize training, professional development for teaching staff, administrators, public employees, and workers of the school to improve their expertise as prescribed by law;
- Collaborate with enterprises, organizations, individuals, and learners' families in vocational education and career counseling, orientation. Arrange visits and internships for teaching staff and learners at enterprises, and support employment for learners as prescribed by law;
- Cooperate with secondary schools, high schools, vocational education centers, and continuing education centers to promote, orient, and channel students into vocational education levels;
- Perform tasks on science and technology in vocational education, applying scientific research results and new technology transfer to serve the socio-economic development of ministries, central authorities, and local authorities;
- Maintain transparency and democratic principles as prescribed by law in performing training tasks, scientific and technological tasks, applying scientific research results and technology transfers in teaching, career counseling, and orientation for learners. Enable learners to participate in evaluating training activities; teaching staff to evaluate management staff, public employees, and school workers;
- Manage and utilize land, facilities, equipment, finance, and assets of the school as prescribed by law;
- Provide data on the school's vocational education activities to build a vocational education database; implement prescribed reporting policies periodically and ad hoc;
- Perform other tasks as prescribed by law.

According to Clause 2, Article 8 of Circular 14/2021/TT-BLDTBXH, intermediate schools exercise powers prescribed in Article 23 of the 2014 Law on Vocational Education, relevant legal provisions, and the following specific regulations:
- Develop and implement school development plans and strategies matching vocational education development strategies to meet labor market demands;
- Organize vocational education training programs as prescribed by the Minister of Labor, War Invalids and Social Affairs;
- Affiliate with vocational education institutions, higher education institutions, enterprises, and domestic and foreign organizations as prescribed by law to exploit and mobilize societal resources in executing vocational education training programs to enhance training quality, aligning training with employment and labor market needs. The leading training affiliate is responsible for issuing diplomas and certificates to learners;
- Cooperate with colleges to organize joint training from elementary to intermediate levels up to college level according to the Law on Vocational Education and its implementing guidelines;
- Cooperate with higher education institutions to organize concurrent work-study university programs and joint training programs from intermediate to university levels according to the 2012 Law on Higher Education and its implementing guidelines;
- Collaborate with enterprises, production, business, and service establishments in developing training programs, textbooks, materials, and teaching resources; organize teaching, practice, internships, and assess learners' performance; and professional development for teaching staff;
- Teach high school cultural knowledge to students with a secondary school diploma studying at the intermediate level as prescribed by the 2019 Law on Education and its implementing guidelines;
- Implement continuing education high school programs as prescribed by law;
- Decide on establishing affiliated organizations of the school and appoint, relieve from office, and dismiss management staff.
Public intermediate schools establish affiliated organizations based on the approved organizational structure in the school's organization and operation regulations; appoint, relieve from office, and dismiss management public employees as prescribed by law for public service providers, public employees, and decentralized public employee management.
Private intermediate schools establish affiliated organizations based on the approved organizational structure in the school's organization and operation regulations; appoint and dismiss deputy headmasters and positions from department or faculty head level and equivalent downwards.
- Organize professional development, training, and certification for vocational education teachers as prescribed by the Minister of Labor, War Invalids and Social Affairs;
- Organize activities to develop and assess vocational skills as prescribed by the Government of Vietnam;
- Organize vocational education quality accreditation activities as prescribed by the Government of Vietnam;
- Use revenue from training, scientific, technological, and service activities to invest in building school facilities, fund training activities, supplement the school's financial resources, and other activities as prescribed by law;
- Mobilize, receive sponsorship, manage, and use funds mobilized and sponsored as prescribed by law to implement school activities;
- Manage and use public assets according to the law on managing and using public assets; manage financial resources as prescribed by law;
- Receive State-assigned or leased land, facilities; participate in bidding, ordering, or assigning public service tasks using the state budget in vocational education as prescribed by law; enjoy preferential tax and credit policies as prescribed by law;
- Exercise other rights as prescribed by law.
