Vietnam: Which group does the education documents of lower secondary schools belong to?
According to Article 6 of the Education Law 2019, the national education system is defined as follows:
National Education System
1. The national education system is an open, interconnected system comprising formal education and continuing education.
2. Education levels and training qualifications within the national education system include:
a) Early childhood education includes nursery education and kindergarten education;
b) General education includes primary education, secondary education, and high school education;
c) Vocational education which includes primary level, intermediate level, college level, and other vocational training programs;
d) Higher education which includes undergraduate, master's, and doctoral levels.

Group I. General documents on education and training
Group II. Documents on early childhood education
Group III. Documents on general education
Group IV. Documents on continuing education
Group V. Documents on training for pedagogical intermediate level, pedagogical college level; training for undergraduate, master's, doctoral levels; scientific research
Group VI. Documents on national defense and security education
Group VII. Documents on ethnic education
Group VIII. Documents on educational quality assurance
Group IX. Documents on diplomas and certificates
Group X. Documents on tuition fees, scholarships, and student support policies
Group XI. Documents on student affairs
Group XII. Documents on international training programs
Group XIII. Documents on faculty and educational management staff

2. The retention duration for education documents in the education sector is the necessary time to keep records and documents, calculated from the year the work ends. The retention durations include two levels:
a) Permanent retention: Records and documents in this category are kept until they deteriorate and cannot be restored;
b) Fixed-term retention: Records and documents in this category are kept for a specific number of years or a defined duration.
3. The retention durations for groups of education documents in the education sector are specifically stipulated in the Retention Schedule attached to this Circular.
Therefore, according to the above regulations, the retention duration for education documents of secondary schools is the necessary time to keep the documents, calculated from the year the work ends.
Additionally, the retention durations include two levels:
Level 1: Permanent retention: Records and documents in this category are kept until they deteriorate and cannot be restored;
Level 2: Fixed-term retention: Records and documents in this category are kept for a specific number of years or a defined duration.
How to use the Schedule of education document retention document in Vietnam?
According to Article 4 of Circular 27/2016/TT-BGDDT, the use of the Schedule of education document retention document is as follows:
- Documents stipulated in the Retention Schedule include original, main copies, or legally certified copies in cases where the originals or main copies are no longer available.
- The retention duration for each specific record or document in an organization must not be less than the duration specified in the Retention Schedule.
- When selecting documents for submission to the historical archives, organizations should consider the completeness of the document collection, paying attention to historical durations and events to potentially extend the retention duration of documents beyond the specified level.
- Records and documents that have surpassed their retention duration are to be reviewed and evaluated by the Document Evaluation Council of the organization for disposal according to legal provisions or for an extended retention duration.
- For records and documents not specified in the Retention Schedule, organizations may apply the retention duration of the corresponding document group in the Schedule to determine the duration.
