What is the latest health insurance premium for students in Vietnam?
Based on Article 3 of Decree 73/2024/ND-CP, the current statutory pay rate is 2,340,000 VND/month.
According to Clause 4, Article 12 of the Health Insurance Law 2008 (amended by Clause 6, Article 1 of the Amended Health Insurance Law 2014 and Articles 4, 7, 8, and 9 of Decree 146/2018/ND-CP), the monthly health insurance contribution rate for students is 4.5% of the statutory pay rate. What are regulations on the use of health insurance cards in Vietnam?
According to the provisions of Clause 7, Article 13 of Decree 146/2018/ND-CP, the health insurance card for students is used as follows:
- Health insurance cards are issued annually to students of general education institutions, specifically:
- For first-grade students: The card is valid starting from October 1 of the first year of elementary school;
- For twelfth-grade students: The card is valid until the end of September 30 of that year.
- Health insurance cards are issued annually to students of higher education institutions and vocational education institutions, specifically:
- For first-year students of a course: The card is valid from the date of enrollment, except in cases where the twelfth-grade student's card is still valid;
- For final-year students of a course: The card is valid until the last day of the month in which the course ends.
What are methods for payment of health insurance premium for students in Vietnam?
According to Clause 5, Article 9 of Decree 146/2018/ND-CP, students pay for health insurance in the following ways:
- Periodically every 3 months, 6 months, or 12 months, students or their parents or guardians are responsible for paying the health insurance portion they are required to contribute, as stipulated in Clause 2, Article 10 of Decree 146/2018/ND-CP, to the social insurance agency;
In addition, the state budget supports as follows:
+ Students studying at educational institutions or vocational training institutions under ministries or central agencies are supported by the central budget.
Periodically every 3 months, 6 months, or 12 months, the provincial social insurance agency compiles the number of health insurance cards issued, the amount collected from students, and the amount supported by the state budget according to Form No. 1 attached to Decree 146/2018/ND-CP, sends it to Vietnam Social Security for compilation, and forwards it to the Ministry of Finance for transferring funds into the health insurance fund as stipulated in Clause 9, Article 9 of Decree 146/2018/ND-CP.
- Students studying at other educational institutions or vocational training institutions are supported by the local budget, including any support from the central budget (if any), where the educational institution is headquartered, regardless of the student's permanent household registration.
Periodically every 3 months, 6 months, or 12 months, the social insurance agency compiles the number of health insurance cards issued, the amount collected from students, and the amount supported by the state budget according to Form No. 1 attached to Decree 146/2018/ND-CP, sends it to the financial agency for transferring funds into the health insurance fund as stipulated in Clause 9, Article 9 of Decree 146/2018/ND-CP.

Therefore, students are among the groups supported by the state budget for health insurance contributions.
