How to organize the appraisal of textbooks in Vietnam?

* Notice: The regulations on standards, procedures for compiling, editing textbooks, standards for organizations and individuals compiling textbooks; the organization and activities of the National Council for Textbook Appraisal are issued together with Circular 33/2017/TT-BGDDT (referred to as Regulations issued together with Circular 33/2017/TT-BGDDT).

According to Article 18 of the Regulations issued together with Circular 33/2017/TT-BGDDT (supplemented by Clause 10 Article 1 of Circular 05/2022/TT-BGDDT and Clause 2 Article 1 of Circular 23/2020/TT-BGDDT), the organization of textbook appraisal is as follows:

- The unit organizing the textbook appraisal is an entity under the Ministry of Education and Training, assigned by the Minister of Education and Training.

- The unit organizing the textbook appraisal is the lead, cooperating with relevant units to assist the Minister of Education and Training in organizing the textbook appraisal, including the following tasks:

+ Propose a list of Council members;

+ Prepare conditions regarding facilities, equipment, funding according to regulations to support the activities of the Council and organize textbook appraisal. Depending on actual conditions, the organizing unit may conduct the textbook appraisal in the form of an appraisal camp or an appraisal meeting.

+ Receive and distribute textbook samples to each member of the Council; receive dossiers and reports, proposals, recommendations from the Council to submit to the Minister of Education and Training for consideration and decision;

+ Submit to the Minister of Education and Training for approval and permission to use the textbooks;

+ Preserve textbook samples, minutes of meetings of the Council, and related documents during the appraisal process and hand over to the storage department of the Ministry of Education and Training as prescribed.

What are procedures for handling of textbook appraisal dossiers in Vietnam?

Based on Article 20 of the Regulations issued together with Circular 33/2017/TT-BGDDT (amended by Clauses 3 and 4 Article 1 of Circular 23/2020/TT-BGDDT), the processing of textbook appraisal dossiers is as follows:

Step 1. The unit requesting the textbook appraisal submits the dossier to the Ministry of Education and Training.

Step 2. The Ministry of Education and Training receives the dossier to organize the textbook appraisal up to 02 (two) times a year; during each appraisal, a textbook sample is appraised up to 02 (two) rounds, each round up to 05 (five) days.

In case the dossier does not meet the requirements at Article 17 of the Regulations issued together with Circular 33/2017/TT-BGDDT (amended by Clause 8 Article 1 of Circular 05/2022/TT-BGDDT), the dossier shall be returned to the unit requesting the textbook appraisal within 20 (twenty) working days from the date of receipt of the dossier.

Step 3. Within no more than 20 (twenty) working days from the date of receipt of a complete and valid dossier, the organizing unit proposes a list of Council members and submits it to the Minister of Education and Training for consideration and decision to establish the Council.

Step 4. The Ministry of Education and Training convenes the first meeting of the Council. The Chairman of the Council chairs the activities of the Council according to the regulations in this Circular.

Step 5. The Chairman of the Council sends the organizing unit a report on the results of the textbook sample appraisal of the Council.

Step 6. The organizing unit handles according to the appraisal results:

- In case the textbook sample is rated "Pass" by the Council, the organizing unit completes the dossier, prepares an appraisal report, drafts a decision to submit to the Minister of Education and Training for approval and permission to use.

- In case the textbook sample is rated “Pass but needs revision” in the first round, the organizing unit submits a notice to the Minister of Education and Training for the unit requesting the textbook appraisal to carry out the revisions, supplements the dossier, and resubmits it to the Ministry of Education and Training for reappraisal according to Clause 2, Article 17 of the Regulations issued together with Circular 33/2017/TT-BGDDT (amended by Clause 8 Article 1 of Circular 05/2022/TT-BGDDT).

The time for revising and supplementing the dossier is a maximum of 30 days, from the date of issuance of the appraisal result notice by the organizing unit.

- In case the textbook sample is rated “Not Pass” in the first round, “Not Pass” or “Pass but needs revision” in the second round, the organizing unit notifies the appraisal results to the unit requesting the textbook appraisal. If the organization or individual wishes to continue compiling the textbook, the textbook sample must be recompiled for reappraisal, as in the initial appraisal.
