The subjects mentioned in Article 2 of this Decree, when taking up a position in an agency, organization, or unit in an area with particularly difficult socio-economic conditions for the first time, shall be entitled to the following allowances:
1. An initial allowance equivalent to 10 months of the statutory pay rate at the time of taking up the position in the area with particularly difficult socio-economic conditions.
- In case the family accompanies the individual to work in the area with particularly difficult socio-economic conditions, in addition to the initial allowance, they shall also receive:
a) Travel and luggage expenses for family members traveling together, calculated based on the actual ticket price and transportation costs of public transport or reimbursed according to the fixed rate based on the actual kilometers traveled multiplied by the standard rate of public transport (train, boat, passenger car);
b) An allowance equivalent to 12 months of the statutory pay rate for the household.
- The allowances specified in clauses 1 and 2 of this Article shall be paid by the agency, organization, or unit in the area with particularly difficult socio-economic conditions where the subject takes up the position and shall be paid out immediately upon commencement of the job and shall only be provided once during the total actual working time in the area with particularly difficult socio-economic conditions.
According to Article 3 of Decree 73/2024/ND-CP, which stipulates the statutory pay rate as follows:

- The statutory pay rate is the basis for:
a) Calculating salary levels in salary tables, allowances, and implementing other policies as stipulated by law for the subjects mentioned in Article 2 of this Decree;
b) Calculating operational expenses and subsistence allowances according to regulations;
c) Calculating contributions and policies based on the statutory pay rate.
2. From July 1, 2024, the statutory pay rate is 2,340,000 VND/month.

Teachers, public employees managing education who teach ethnic minority languages are entitled to an allowance of 50% of the current salary (according to the salary table issued by the competent authority of the Communist Party and the State) plus the position allowance, seniority allowance exceeding the salary bracket (if any).
