Pursuant to Clause 1, Article 2 of the Regulation on Overseas Study Admissions, promulgated together with Circular 06/2016/TT-BGDDT (amended by Clause 2, Article 1 Circular 18/2022/TT-BGDDT), the definition of the Host Unit for Overseas Study Admissions is as follows:
Explanation of Terms
In this Regulation, the following terms are understood as follows:
1. The host unit for admissions is an agency or unit under the Ministry of Education and Training, tasked with managing and overseeing activities related to overseas study admissions according to scholarship programs approved by competent authorities.
2. The selection council is a council established by the decision of the Minister of Education and Training based on the proposal of the host unit for admissions to carry out the selection of candidates for overseas study.
3. State budget scholarships are scholarships stipulated in Clause 1, Article 3 of Decree No. 86/2021/ND-CP dated September 25, 2021, of the Government of Vietnam, regulating the study, teaching, scientific research, and academic exchange of Vietnamese citizens abroad (hereinafter referred to as Decree No. 86/2021/ND-CP), assigned to the Ministry of Education and Training for management and use.
Thus, the host unit for overseas study admissions is an agency or unit under the Ministry of Education and Training.
Additionally, the host unit for overseas study admissions is also assigned the task of managing and overseeing activities related to overseas study admissions according to scholarship programs approved by competent authorities.

What are criteria for selecting overseas study candidates in Vietnam?
Pursuant to Article 7 of the Regulation on Overseas Study Admissions, promulgated together with Circular 06/2016/TT-BGDDT:
- Based on the specific regulations of each scholarship program, the selection council agrees with the host unit for admissions and relevant units on the selection criteria and the order of preference for these criteria.
- The selection criteria include the following contents:
+ Achievements and awards in study, research, and work (if any);
+ Academic results of the previous educational level and qualifications obtained;
+ Foreign language scores (as stipulated by the specific scholarship program);
+ Evaluation and order of priority as proposed by the recommending agency (if any);
+ Duration of work experience (if any);
+ Examination results (if any);
+ Other priority criteria as stipulated by each scholarship program.
Which entities in Vietnam are given priority in overseas study admissions?
Pursuant to Article 4 of the Regulation on Overseas Study Admissions, promulgated together with Circular 06/2016/TT-BGDDT, the priority in admissions is as follows:
- Priority Categories
+ Candidates from agencies and localities prioritized for personnel training as regulated by the Government of Vietnam;
+ Candidates with outstanding achievements in study and scientific research;
+ Other priority categories as per current State regulations and specific scholarship programs.
- Priority Training Majors
+ Training majors in line with the orientation and planning of human resource development in each period; specific majors needing prioritized human resource training to serve national programs, schemes, and projects approved by the Government of Vietnam;
+ Majors that are currently not trainable in Vietnam or the training quality does not meet practical needs, and the number of officials in these majors in Vietnam is insufficient;
+ Majors for which foreign countries prioritize providing scholarships to Vietnam.
In addition, it is necessary to ensure the principles of application registration and overseas study admissions stated in Article 5 of the Regulation on Overseas Study Admissions, promulgated together with Circular 06/2016/TT-BGDDT as follows:
- At the time the Ministry of Education and Training concurrently implements multiple scholarship programs, candidates are only allowed to apply for one scholarship program at a higher level than the degree already held. Special cases will be considered and decided by the Minister of Education and Training.
- Candidates applying for master’s and doctoral levels must register for a major of overseas study that meets the demand for building and developing the human resources of the agency or locality sending them for study; it must match the job position and work requirements of their agency or the major of their previous educational level.
Additionally, in Article 6 of the Regulation on Overseas Study Admissions, promulgated together with Circular 06/2016/TT-BGDDT, the recruitment methods are stipulated as follows:
- Overseas study admissions are carried out by one of the following methods: selection; or a combination of selection and examination.
- Based on the regulations of each scholarship program, the host unit for admissions agrees in writing with relevant units on the recruitment method for overseas study admissions.
