What is the highest level of education in a multi-level general school?
According to Clause 3, Article 4 of the lower secondary school, upper secondary school and multi-level school charter issued together with Circular 32/2020/TT-BGDDT of the Minsitry of Education and Training of Vietnam, it is stipulated as follows:
Secondary school types and systems
1. There are two types of secondary schools: public schools and private schools.
a) A public secondary school is established and directly managed by the competent authority. The school’s facilities and recurrent expenditures are mostly covered by state budget.
b) A private secondary school has its establishment invested in and operating conditions guaranteed by a foreign or Vietnamese investor and is established under the law. The school’s facilities and operating expenses are not covered by state budget.
2. Single-level secondary schools include:
a) Lower secondary schools.
b) Upper secondary schools.
3. Multi-level schools include:
a) Combined primary and lower secondary schools.
b) Combined lower secondary and upper secondary schools.
c) Combined primary, lower secondary and upper secondary schools.

A multi-level general school can have all three levels: primary, lower secondary, and upper secondary.
The highest level in a multi-level general school can be lower secondary or upper secondary.
Who has the authority to establish a multi-level general school?
According to Clause 1, Article 26 of Decree 46/2017/ND-CP of Vietnam's Government:
Procedures and documentation requirements for establishment of a public secondary school, or permission for establishment of a private secondary school
1. The President of the district-level People’s Committee shall be accorded authority to grant the decision on establishment or permission for establishment of a lower secondary school and multi-level general education school with the lower secondary education level as the highest level (hereinafter referred to as lower secondary school); the President of the People’s Committee of a centrally-affiliated city and province (hereinafter referred to as provincial-level People’s Committee) shall be accorded authority to grant the decision on establishment or permission for establishment of a upper secondary school and multi-level general education school with the upper secondary education level as the highest level (hereinafter referred to as upper secondary school).
2. Single-level secondary schools include:
a) Lower secondary schools.

According to the above provisons:
- The President of the District-level People's Committee decides to establish or permits the establishment of multi-level general schools with the highest level being lower secondary (hereinafter referred to as lower secondary schools);
- The President of the Provincial People's Committee decides to establish or permits the establishment of multi-level general schools with the highest level being upper secondary (hereinafter referred to as upper secondary schools).

What are the standards for facilities in a multi-level general school?
According to Article 22 of the Regulations issued with Circular 13/2020/TT-BGDDT of the Minsitry of Education and Training of Vietnam, the basic facility standards for a multi-level general school are as follows:
Apply regulations on basic standard facilities for the highest education level in an educational institution under the Regulations issued with Circular 13/2020/TT-BGDDT and following regulations:
- Studying rooms
Apply regulations on basic standard facilities of each education level under the Regulations issued with Circular 13/2020/TT-BGDDT and be situated separately for each education level.
- Auxiliary rooms
Student sanitary area: Apply regulations on basic standard facilities of each education level under the Regulations issued with Circular 13/2020/TT-BGDDT and be situated separately for each education level.
- Playgrounds and sports fields
Situate tools and equipment appropriate for each education level.
- Reinforced structures must not account for less than 40%.
- Teaching equipment must be guaranteed for each education level according to regulations of Ministry of Education and Training;
Additionally, facility standards are determined as follows:
(1) Facility standards Level 1 (in Article 23 of the Regulations issued with Circular 13/2020/TT-BGDDT)
Multi-level general schools meeting Level 1 facility standards must simultaneously ensure: meeting Level 1 standards of the highest level in the school at the Regulations issued with Circular 13/2020/TT-BGDDT, and ensure compliance with the provisions of Article 22 of the Regulations issued with Circular 13/2020/TT-BGDDT and the following stipulations:
- The study area
Applied according to Level 1 standards of each level at the Regulations issued with Circular 13/2020/TT-BGDDT and arranged in separate zones for each level.
- The percentage of permanent structures is no less than 70%.
(2) Facility standards Level 2 (in Article 24 of the Regulations issued with Circular 13/2020/TT-BGDDT)
Multi-level general schools meeting Level 2 facility standards must simultaneously ensure: meeting Level 2 standards of the highest level in the school at these Regulations, and ensure compliance with the provisions of Article 23 of the Regulations issued with Circular 13/2020/TT-BGDDT and the following stipulations:
- The study area
Applied according to Level 2 standards of each level at the Regulations issued with Circular 13/2020/TT-BGDDT and arranged in separate zones for each level.
- All construction items must be built permanently and classified as a level 4 construction or higher.
