What is the health insurance premium for students in Vietnam in 2024-2025 school year?
Based on point dd clause 1 Article 7 of Decree 146/2018/ND-CP, the monthly health insurance contribution rate for students for the 2024-2025 school year is 4.5% of the statutory pay rate.
In addition, according to point c clause 1 Article 8 of Decree 146/2018/ND-CP, the state budget supports 30%, and students contribute 70% of the health insurance premium.
The current statutory pay rate is 2,340,000 VND/month (stipulated in Article 3 of Decree 73/2024/ND-CP).
Based on clause 5 Article 9 of Decree 146/2018/ND-CP, the regulation is as follows:

For students stipulated in clause 3 Article 4 of this Decree:
a) Every 03 months, 06 months, or 12 months, students or their parents or guardians are responsible for paying the health insurance premium corresponding to their obligation as regulated in clause 2 Article 10 of this Decree to the social insurance agency;
b) The state budget supports as follows:
- Students studying at educational institutions or vocational education institutions directly under a ministry or central agency are supported by the central budget. Every 03 months, 06 months, or 12 months, the provincial social insurance agency will compile the number of issued health insurance cards, the amount collected from students, and the state's budget support according to Form No. 1 in the Appendix issued with this Decree and send it to Vietnam Social Security, which then forwards it to the Ministry of Finance for transferring the funds into the health insurance fund according to the regulation in clause 9 of this Article.
Thus, every 03 months, 06 months, or 12 months, students or their parents or guardians are responsible for paying their portion of the health insurance premium. The health insurance premium rates for the 2024-2025 school year for students are as follows:

What are cases where students are not eligible for health insurance benefits in Vietnam?
According to Article 23 of the Health Insurance Law 2008, amended by clause 16 Article 1 of the Health Insurance Law Amendment 2014, students do not qualify for health insurance benefits in the following cases:
- Costs under clause 1 Article 21 of the Health Insurance Law 2008 already covered by the state budget.
- Convalescence and rehabilitation in convalescent establishments.
- Health check-ups.
- Tests and prenatal diagnostics not for treatment purposes.
- Use of assisted reproductive technologies, family planning services, abortions, except for cases of therapeutic abortion due to fetal or maternal medical conditions.
- Cosmetic services.
- Treatment of strabismus, myopia, and refractive errors of the eyes, except for children under 6 years old.
- Use of medical replacement supplies including prosthetic limbs, artificial eyes, dentures, glasses, hearing aids, mobility aids in medical examination, treatment, and rehabilitation.
- Medical examination and treatment, recovery in disaster situations.
- Medical examination and treatment of drug addiction, alcohol, or other addictive substances dependencies.
- Forensic, judicial forensic, and mental illness forensic examinations.
- Participation in clinical trial, scientific research.

What are the amounts of health insurance benefits for student in Vietnam?
Based on Article 22 of the Health Insurance Law 2008, amended by clause 15 Article 1 of the Health Insurance Law Amendment 2014, student's health insurance benefits are as follows:
- 100% coverage for medical expenses in the following cases: students under 6 years old, children receiving monthly social protection allowances, children from poor households, ethnic minorities living in difficult areas, people living in particularly difficult areas, people living in island communes, districts, and children of martyrs.
- 95% coverage for medical expenses if the student is a child of on-duty police officers or soldiers.
- 80% coverage for medical expenses for other student categories.
Additionally, these groups are also entitled to 100% coverage for medical expenses in the following cases:
- Medical examination and treatment at the commune level.
- Medical examination and treatment costs per visit are less than 15% of the statutory pay rate.
- Continuously participating in health insurance for 5 years and the co-payment expenses exceed 6 months of the statutory pay rate within the year.
For out-of-network medical examination and treatment, the benefit rates are as follows:
+ 40% coverage of inpatient treatment expenses compared to in-network treatment rates for central-level hospitals;
+ 100% coverage of inpatient treatment expenses compared to in-network treatment rates at provincial-level hospitals;
+ In emergency situations, treatment at any medical facility with the presentation of a health insurance card will be covered 80% of the expenses, according to conformable regulations.
