First, based on the provisions of Clause 1, Article 28 Education Law 2019:

Levels of Education and Ages in General Education
1. The levels of education and ages in general education are specified as follows:
a) Primary education is conducted in 05 academic years, from the first grade to the end of the fifth grade. The age of students entering the first grade is 06 years old, calculated by the year;
b) Secondary education is conducted in 04 academic years, from the sixth grade to the end of the ninth grade. Students entering the sixth grade must have completed the primary education program. The age of students entering the sixth grade is 11 years old, calculated by the year;
c) upper secondary school education is conducted in 03 academic years, from the tenth grade to the end of the twelfth grade. Students entering the tenth grade must have a secondary school graduation certificate. The age of students entering the tenth grade is 15 years old, calculated by the year.

Simultaneously, based on Article 33 of the Regulations issued together with Circular 32/2020/TT-BGDDT:

Age of Students in Secondary Schools
1. The age of students entering the sixth grade is 11 years old. The age of students entering the tenth grade is 15 years old. For students who skip a grade in earlier levels or enter a level at an older age than the prescribed age, their age for entering the sixth and tenth grades is adjusted according to the age at the time of graduation from the previous level.
2. Ethnic minority students, students with disabilities, students with particularly difficult circumstances, and students returning from overseas can enter a level at an age older than the regulated age by up to 03 years.
3. Students are not allowed to repeat more than 03 times in one level of education.
4. Students with good physical condition and early intellectual development can enter school at an earlier age or skip a grade within the level. The consideration for each specific case is carried out in the following steps:
a) Parents or guardians submit a request to the school.
b) The principal forms a Survey and Advisory Council, including key members: a representative of the school leadership and the Parent-Teacher Association of the school; the teachers of the class the student is currently attending.
c) Based on the survey results of the Survey and Advisory Council, the principal reviews and decides.
5. Students within the regulated age returning from overseas, children of foreigners working in Vietnam are allowed to study at the secondary school in their place of residence or at another secondary school if that school is capable of accepting them. The consideration for each specific case is carried out in the following steps:
a) Parents or guardians submit a request to the school.
b) The principal organizes an assessment of the student's level and places them in the appropriate class.

Therefore, it can be determined that students born in 2008 will be 15 years old in 2024, thus will be in the 10th grade. To be specific, we have the following age and class distribution table:

13 years old Grade 8
14 years old Grade 9
15 years old Grade 10
16 years old Grade 11
17 years old Grade 12

However, exceptions must be made for cases of skipping grades, early admission, repetition, or other cases specified in Article 33 of the Regulations on secondary schools and upper secondary schools, issued together with Circular 32/2020/TT-BGDDT.

According to the above regulations, early admission for upper secondary school students will be considered according to Clause 4, Article 33 of Circular 32/2020/TT-BGDDT with the following steps:

Step 1: Parents or guardians submit a request to the school.

Step 2: The principal forms a Survey and Advisory Council including key members: a representative of the school leadership and the Parent-Teacher Association of the school; the teachers of the class the student is currently attending.

Step 3: Based on the survey results of the Survey and Advisory Council, the principal reviews and decides.

Note: Students with good physical condition and early intellectual development can enter school at an earlier age or skip a grade within the level.

Based on Article 35 of the Regulations on secondary schools, upper secondary schools, and multi-level schools, issued by the Ministry of Education and Training, in Circular 32/2020/TT-BGDDT, the regulations are as follows:

Rights of Students1. Be equally entitled to comprehensive education, be guaranteed the conditions of time, facilities, hygiene, safety for learning in class and self-study at home, be provided with information about their learning and training, be allowed to use the equipment and means for learning, cultural, and sports activities of the school as prescribed.
2. Be respected and protected, be treated equally and democratically, have the right to complain to the school and educational management levels about decisions affecting themselves; have the right to transfer schools for justified reasons according to current regulations; be allowed early admission, skip a grade, study at an older age than the regulated age according to Article 33 of this Regulation.
3. Participate in activities aimed at developing talents in subjects, sports, and arts organized by the school if eligible.
4. Receive scholarships or other support according to regulations for students entitled to social policies, students in difficult living conditions, and students with special talents.
5. Transfer schools if eligible according to regulations; the transfer procedures are implemented according to current regulations by the Minister of Education and Training.
6. Enjoy other rights as prescribed by law.

Therefore, upper secondary school students have the right to participate in activities aimed at developing talents in subjects, sports, and arts organized by the school if they meet the conditions.

Are upper secondary school students in Vietnam required to keep themselves clean and tidy?

Based on Article 34 of the Regulations for secondary schools, upper secondary schools, and multi-level schools, issued by the Ministry of Education and Training in Circular 32/2020/TT-BGDDT, the specific responsibilities of secondary school students are as follows:

- Fulfill the tasks of learning and training according to the program and educational plan of the school.

- Respect parents, staff, teachers, school employees, and elders; unite and help each other in learning and training; comply with school regulations and national laws.

- Exercise, maintain personal hygiene.

- Participate in collective activities of the school, class, Ho Chi Minh Young Pioneer Organization, Ho Chi Minh Communist Youth Union; help families, participate in labor and social activities, environmental protection activities, traffic order, and safety compliance.

- Maintain and protect school, public property; contribute to building, preserving, and promoting the school's traditions.

Thus, maintaining personal hygiene is one of the responsibilities that upper secondary school students need to fulfill.
