What is the form of college education in Vietnam? What are types of colleges in Vietnam?
According to Article 35 of the Law on Education 2019:
Levels of vocational education
Vocational education provides training at the elementary level, intermediate level, college level, and other vocational training programs for learners, meeting the direct human resource needs in production, business, and services.
From this, it can be inferred that college education is one of the training levels within the vocational education system. It is a form of education undertaken after upper secondary school graduation, and is lower than the university level.
Additionally, in Article 5 of the College Charter, issued with Circular 15/2021/TT-BLDTBXH, the types of colleges are specified as follows:
- Public colleges;
- Private colleges;
- Foreign-invested colleges.
Furthermore, the governing bodies of public colleges include:
- Ministries, ministerial-level agencies, agencies under the Government of Vietnam, central committees of socio-political organizations;
- Units under ministries, ministerial-level agencies, agencies under the Government of Vietnam, central committees of socio-political organizations;
- People's Committees of provinces and centrally run cities (hereinafter collectively referred to as provincial People's Committees).

What are the 16 duties of a college in Vietnam?
According to Clause 1, Article 8 of the College Charter, issued with Circular 15/2021/TT-BLDTBXH, the 16 duties of a college are as follows:
[1] Organize and implement programs of college, intermediate, elementary level, and continuous vocational training programs as stipulated by the Minister of Labor - Invalids and Social Affairs;
[2] Organize the compilation, construction or selection, and approval of curricula, training materials for each training major of the school, as specified by the Minister of Labor - Invalids and Social Affairs;
[3] Develop recruitment plans and organize admissions according to regulations of the Minister of Labor - Invalids and Social Affairs;
[4] Organize training activities; conduct examinations, assessments for graduation recognition; print templates, manage, and issue college degrees, intermediate level degrees, elementary certificates, and training certificates according to the regulations of the Minister of Labor - Invalids and Social Affairs. Organize practical training in healthcare sectors and specific fields according to the regulations of the Government of Vietnam;
[5] Manage learners, organize physical education, sports, cultural, artistic activities, and other comprehensive educational activities for learners according to the regulations of the Minister of Labor - Invalids and Social Affairs;
[6] Provide career counseling, job orientation, employment for learners, and organize support activities for student entrepreneurship according to legal regulations;
[7] Implement support policies for elementary training, training under 03 months for rural laborers, female laborers, disabled persons, and other policies as stipulated by law;
[8] Recruit, utilize, and manage the teaching staff, management staff, public employees, and laborers of the school to ensure sufficient quantity and suitability to the training sectors, scales, and levels according to legal regulations;
[9] Assign or organize professional development training for the teaching staff, management staff, public employees, and laborers of the school according to legal regulations;
[10] Collaborate with enterprises, organizations, individuals, and learners' families in vocational education and career counseling, orientation; organize for the teaching staff and learners to visit, intern at enterprises and support resolving learners' employment according to legal regulations;
[11] Cooperate with secondary schools, upper secondary schools, vocational education and continuing education centers to propagate, orient, and channel students into vocational education levels;
[12] Perform tasks in science and technology in vocational education, apply scientific research outcomes, and transfer new technologies to serve ministries, central authorities, and local socio-economic development;
[13] Implement democracy and transparency in compliance with the law in training tasks, scientific and technology tasks, applying scientific research results and technology transfer into teaching practice, career counseling, and orientation for learners. Establish mechanisms for learners to participate in evaluating training activities; teaching staff participate in evaluating management staff, public employees, and school laborers;
[14] Manage and utilize school land, facilities, equipment, finances, and assets according to legal regulations;
[15] Provide data regarding the school's vocational education activities to build a vocational training database; perform periodic and ad-hoc reporting policies as stipulated;
[16] Perform other tasks as stipulated by law.

According to Clause 2, Article 8 of the College Charter, issued with Circular 15/2021/TT-BLDTBXH regarding the rights of a college:

m) Use income from training, scientific, technological, and service activities to invest in building school facilities, fund training activities, supplement the school's financial resources, and other activities in compliance with the law;
n) Mobilize, receive sponsorships, manage and use mobilized, sponsored resources in compliance with the law to carry out school activities;
o) Manage and use public assets according to public asset management laws; manage and use financial resources in compliance with the law;

Thus, mobilizing and receiving sponsorships in compliance with the law to carry out school activities is among the rights of a college.
Therefore, a college is fully entitled to mobilize and receive sponsorships to carry out its activities.
