Based on Clause 5, Article 2 of the Distance Learning Regulation at the undergraduate level, issued together with Circular 28/2023/TT-BGDDT:
Interpretation of Terms
In this Regulation, the following terms are understood as follows:
1. Distance learning is a mode of education where 50% or more of the total credits of the training program are conducted through one or a combination of distance learning methods including Computer Network and Telecommunications, Correspondence, Radio - Television.
2. The Computer Network and Telecommunications method uses information technology and communication, mainly computers, mobile devices, and the internet or telecommunications networks to transmit information and create an interactive environment for instructors and learners.
3. The Correspondence method uses letters or mail to transmit information between instructors and learners.
4. The Radio - Television method uses broadcast media, including radio or television programs, to transmit information between instructors and learners.
5. The distance learning system of an educational institution is a comprehensive system that includes essential components: department responsible for organizing and managing training; documents regulating distance learning; distance learning program; distance learning materials; faculty, learning support staff, management staff; distance teaching-learning management system; examination and evaluation system; technical support system.
Thus, tthe University's Distance Learning System is a comprehensive system that includes components such as the department responsible for organizing and managing training; documents; training programs; learning materials; trainers; evaluation and technical support systems.

Is the distance learning system a minimum requirement for a university of Vietnam?
Based on Clause 1, Article 5 of the Distance Learning Regulation undergraduate level, issued together with Circular 28/2023/TT-BGDDT:
Minimum Requirements for Implementing Distance Learning
1. The distance learning system of the institution has been fully constructed, ensuring all components as stipulated in Clause 5, Article 2 of this Regulation.

7. The team of faculty, learning support staff, and management staff is sufficient in quantity, quality, level, and structure; has been trained in skills, teaching methods, and distance learning management.
a) Full-time lecturers must meet the requirements for program standards and other relevant program standards issued by the Ministry of Education and Training. Full-time lecturers with doctoral degrees, responsible for leading, organizing, and conducting training programs, must directly participate in teaching the distance learning program according to the regulations on opening training sectors and training program standards of the Ministry of Education and Training;
b) A maximum of 30% of the distance learning program’s total credits can be taught by visiting lecturers; and this can be increased to a maximum of 50% when and only when visiting lecturers are full-time lecturers at the cooperating educational institution as regulated in Article 7 of this Regulation, handling over 20% of the distance learning program's total credits.
8. Ensure full facilities, equipment, libraries, and learning materials to implement the distance learning program, specifically:
a) Have a technical room with enough area to install the equipment of the distance learning system; have a working room with adequate area and equipment for the activities of the management staff, learning support staff, and lecturers;

Thus, the entire Distance Learning System is one of the minimum requirements that universities must have if they want to train students via distance learning.
Which institutions in Vietnam will cooperate with universities in the Distance Learning Program?
Based on Clause 2, Article 7 of the Distance Learning Regulation undergraduate level, issued together with Circular 28/2023/TT-BGDDT:
Training Organization Locations
1. Teaching and learning activities are conducted at the educational institution, branch of the educational institution, or cooperating educational institution; practical, internship, real-life experience, self-study, self-research, and online teaching activities can be held outside the educational institution, branch of the educational institution, or at the cooperating educational institution.
2. Cooperating educational institutions are higher educational institutions, colleges, high schools, continuing education centers, vocational education - continuing education centers, schools of state agencies, political organizations, political-social organizations, and the people's armed forces, which meet the requirements for educational environment, facilities, equipment, libraries, experimental devices, practical, internship devices, and management staff to implement the distance learning program.
Thus, according to the above regulations, the following institutions will cooperate with universities in the distance learning program:
- Higher educational institutions
- Colleges
- High schools
- Continuing education centers, vocational education - continuing education centers
- Schools of state agencies, political organizations, political-social organizations
- The people's armed forces, provided they meet the requirements for the educational environment, facilities, equipment, libraries, experimental devices, practical, internship devices, and management staff to implement the distance learning program.
