What is the distance learning program at undergraduate level in Vietnam?

Based on Clause 1, Article 3 of the Regulations on Distance Learning Undergraduate Programs issued together with Circular 28/2023/TT-BGDDT:

Distance Learning Program and Study Time

1. The distance learning program is the program applied to the regular form of the corresponding training sector of the training institution (hereinafter referred to as the regular training program) adjusted and specifically described in the detailed outline of each course to suit the distance learning method in terms of teaching - learning methods, teaching - learning duration, learning materials, assessment of learning results, in which the main requirement is the use of computer network and telecommunications methods.

2. The distance learning program has a standard whole-course study plan according to different study progress to orient learners, in which the total time according to the standard whole-course study plan is not shorter than the regular form of training.

What are the minimum requirements regarding facilities, equipment, library, and learning materials to implement the distance learning undergraduate program in Vietnam?

According to Clause 8, Article 5 of the Regulations on Distance Learning Undergraduate Programs issued together with Circular 28/2023/TT-BGDDT, the minimum requirements regarding facilities, equipment, library, and learning materials to implement the distance learning undergraduate program are as follows:

- There must be technical rooms with sufficient area for installing the equipment of the distance learning system; there must be working rooms with sufficient area and equipment serving the activities of management staff, learning support staff, and lecturers;

- There must be sufficient equipment, infrastructure, and necessary software serving the distance learning method; systems for admission management, training and degree issuance along with the regular training management system;

- There must be technical systems supporting distance learning implementation ensuring: Providing information related to distance learning; storing and transmitting the contents of the distance learning program to learners; supervising, managing, and evaluating learners during their studies;

Storing and securing information about studying, participation in studies, and personal files of learners complying with current legal regulations and the training institution's regulations on information storage and security; connecting information between learners, lecturers, and management staff through the information technology system;

- There must be libraries, electronic libraries with a sufficient number of books, textbooks, reference materials, and specialized electronic databases to provide and support students in learning and research;

- There must be sufficient main and supplementary learning materials for the first two years of the distance learning program and a plan to develop and build main and supplementary learning materials for the remaining courses of subsequent academic years so that at the latest before 1 year (12 months) from the beginning of the new academic year there must be sufficient learning materials suitable for the distance learning method.

What are cases of suspension of distance learning undergraduate program in Vietnam?

According to Clause 1, Article 6 of the Regulations on Distance Learning Undergraduate Programs issued together with Circular 28/2023/TT-BGDDT, the training institutions in Vietnam are suspended from conducting distance learning education when there is a conclusion by a competent state agency regarding the violations of the training institution in one of the following cases:

- Unilaterally deciding on distance learning when not meeting one of the minimum requirements to conduct distance learning according to the provisions of Article 5 of the Regulations on Distance Learning Undergraduate Programs issued together with Circular 28/2023/TT-BGDDT;

- Failing to maintain one of the minimum requirements to conduct distance learning and affecting the quality of training according to the provisions of Article 5 of the Regulations on Distance Learning Undergraduate Programs issued together with Circular 28/2023/TT-BGDDT;

- The training institution is suspended from the training sector that has the distance learning program.

Note: The Regulations on Distance Learning Undergraduate Programs issued together with Circular 28/2023/TT-BGDDT do not apply to the organization of distance learning undergraduate programs whose degrees are conferred by foreign educational institutions (including joint training programs with foreign partners according to the regulations on foreign cooperation and investment in the field of education).
