What is the digital primary school report card according to the law in Vietnam?

Currently, the law in Vietnam does not define what a primary school digital record card is. A record card is used for monitoring the conduct and academic results of students.

Therefore, a digital record card is the digital version of a physical record card in education. From there, the physical record card will be digitized into an electronic format for more convenient management.

At present, the law does not mandate the application of digital record cards in all schools nationwide.

The Ministry of Education and Training is currently researching a pilot implementation of digital record cards and digital scorebooks on a nationwide scale. After accurately evaluating the results of the model, there will be guidance and regulations for unified management and usage across the country and addressing any issues.

What are regulations on implementation of the digital primary school report card for the school year 2024-2025 in Vietnam?

Based on Subsection 3 Section 3 Part B Official Dispatch 3898/BGDDT-GDTH 2024 on strengthening digital transformation in education, training, and digital citizenship education:

- Enhancing the application of information technology and digital transformation in education and training

Proactively develop plans to implement the Scheme “Enhancing the application of information technology and digital transformation in education and training for the period 2022 - 2025, with orientation to 2030” suitable to local implementation plans and projects.

Increase investment in infrastructure, teaching equipment, and training for the teaching staff to ensure that the proportion of the general education curriculum content delivered online (conducting teaching sessions, educational activities, training, professional workshops, and seminars... in online format) reaches a minimum of 2% to 5% at the primary education level; encourage educational institutions to maintain online teaching methods for certain subjects and educational activities; prepare contingency plans to meet the requirements for organizing teaching in conditions of natural disasters and epidemics where direct teaching is not possible.

Pilot some digital transformation content (Digital Library, Management of Professional Records in Digital Environment, Digital Learning Resources) according to the Ministry of Education and Training's plan. Increase investment in infrastructure, information technology; and train the staff in information technology skills ready to implement specific digital transformation content as planned.

- Implementing digital citizenship education content at the primary education level

Implement digital citizenship education content at the primary education level through teaching Information Technology, integrating digital citizenship education through organizing the teaching of subjects and educational activities according to the guidelines of the Ministry of Education and Training.

- Implementing Digital record cards

Successfully implement Digital record cards from the 2024-2025 academic year according to the guidelines of the Ministry of Education and Training and carry out Directive No. 04/CT-TTg dated February 11, 2024, of the Prime Minister on continuing to promote the Scheme for developing and applying population data, electronic identification, and authentication in service of national digital transformation for the period 2022 - 2025, with a vision to 2030 at ministries, central and local authorities in 2024 and the following years.

Therefore, the implementation of primary school digital record cards in the 2024-2025 academic year is one of the contents of strengthening digital transformation in education, training, and digital citizenship education.

What are current regulations on managing student record cards in Vietnam?

Below are the guidelines for using record cards according to Circular 22/2021/TT-BGDDT:

(1) General Regulations:

- The student record card is managed and preserved by the school; at the beginning of the academic year, at the end of the semester, and at the end of the academic year, it is handed over to the homeroom teacher to record into the record card and collected back after completion.

- The content on page 1 must be fully recorded when establishing the record card; the Principal signs and stamps to confirm the annual study progress from grade 6 to grade 9.

(2) Subject Teachers:

- Record the average score of the subject or assess the academic result of the subject for each semester and the entire academic year; comment on the student's progress, outstanding strengths, and main limitations (if any).

- When making corrections (if any), use red ink to strike through the old content, write the new content above and to the right of the old content, and sign to confirm the correction next to the corrected content.

(3) Homeroom Teachers:

- Receive and hand over the student record card with the school office.

- Urge the recording into the record card of subject average scores or academic results by subject teachers.

- Fully record the content on page 1, and the content at the beginning of the following pages; comment on the results of students' conduct and study for each academic year.

- Record the aggregate assessment results; the assessment level of the subject or additional training during the summer break (if any); assess the task completion level for students requiring additional training during the summer break (if any).

- Indicate whether the student is promoted or not; has completed or not completed the lower secondary school program; certificates (if any), results of participation in competitions (if any), commendations (if any).

- Comment on the student's progress, outstanding strengths, main limitations, and notable manifestations in conduct and study; areas requiring additional help during the conduct and study process.

(4) Principal:

- Approve the student's record card at the end of the academic year.

- Check the management, preservation, and recording of the record card.
