In Vietnam, what does the Digital Competence Framework refer to?

On January 24, 2025, the Ministry of Education and Training issued Circular 02/2025/TT-BGDDT stipulating the Digital Competence Framework for learners.

According to Article 2 of Circular 02/2025/TT-BGDDT, "learner's digital competence" refers to the ability to use digital technology to complete specific tasks or solve problems in practice.

The Digital Competence Framework for learners issued by the Ministry of Education and Training includes 6 domains of competence with 24 component competencies, divided into 4 levels ranging from basic to advanced across 8 levels.

According to Article 3 of Circular 02/2025/TT-BGDDT, the purpose of issuing the Digital Competence Framework for learners is to:

- Serve as a basis for developing educational program standards; creating and developing educational programs; creating study materials and guidance documents to develop digital competence for learners.

- Serve as a basis for assessing the requirements and outcomes achieved regarding digital competence of learners in educational programs; establishing criteria for evaluating, assessing, and recognizing the digital competence of learners.

- Ensure consistency in the requirements for learners' digital competence; serve as a basis for benchmarking or referencing between educational programs and Digital Competence Frameworks.

According to the annex issued together with Circular 02/2025/TT-BGDDT, the Digital Competence Framework newly issued by the Ministry of Education and Training consists of 6 domains as follows:

(I) Data and Information Management: Focuses on the ability to search, filter, evaluate, and manage data, information, as well as digital content; includes skills such as identifying reliable information sources, effectively organizing data, and using them to support decision-making or solve problems in the digital environment.

(II) Digital Communication and Collaboration: Emphasizes the ability to use digital technology to interact, share information, work in teams, and participate in online communities; includes skills such as effective communication via digital channels, respecting cultural diversity, managing digital identity, and promoting collaboration in the digital environment.

(III) Digital Content Creation: Focuses on the ability to create, edit, and share digital content; includes skills such as developing new content, applying copyrights and licenses, basic programming, and integrating knowledge from multiple sources to create suitable and innovative digital products.

(IV) Safety: Focuses on protecting data, devices, health, and the digital environment; includes skills such as personal information security, managing network risk, using digital technology safely, ensuring psychological and physical health when interacting in the digital environment, and promoting environmental responsibility in the digital realm.

(V) Problem Solving: Focuses on critical and creative thinking abilities to identify, analyze, and resolve problems in the digital environment; includes skills such as troubleshooting technical issues, learning new technologies, adjusting digital needs to achieve goals, and using technology to innovate or solve practical challenges.

(VI) Application of Artificial Intelligence: Focuses on understanding, using, and evaluating AI tools and systems ethically and responsibly; includes skills such as recognizing how AI functions, applying AI to practical tasks, evaluating the ethical and social impacts of AI, and ensuring transparent, fair, and responsible use of AI.

What are the regulated entities of the Digital Competence Framework newly issued by the Ministry of Education and Training in Vietnam?

Article 1 of Circular 02/2025/TT-BGDDT provides as follows:

Scope and regulated entities

  1. This Circular issues the Digital Competence Framework for learners (hereinafter referred to as the Digital Competence Framework).
  1. This Circular applies to educational institutions, educational and training programs (hereinafter collectively referred to as educational programs), and learners within the national education system; relevant organizations and individuals.

Thus, the Digital Competence Framework newly issued by the Ministry of Education and Training applies to educational institutions, educational and training programs, and learners within the national education system; relevant organizations and individuals.

Under clause 1 of Article 6 of the Education Law 2019, the national education system is an open and interconnected system including formal and continuing education.

Formal education and continuing education are explained in Article 5 of the Education Law 2019 as follows:

- “Formal education” means cohort-based education in educational institutions to implement a certain educational programme. It is established following the goals of each educational level and qualification, and the learners are issued degrees/diplomas of the national educational system.

-  “Continuing education” means education that follows a certain educational programme and has flexible organisation regarding programme implementation formats, time, methods, locations, satisfying the learners’ need for lifelong learning.
