What is the deadline for issuance of lower upper secondary diploma in Vietnam?

Based on the provisions of Article 17 of the Regulations on the Management of Lower Secondary School Diplomas, Upper Secondary School Diplomas, Pedagogical College Diplomas, Higher Education Diplomas, and Certificates of the National Education System issued together with Circular 21/2019/TT-BGDDT, the authorities responsible for issuing diplomas and certificates to learners must do so within the following timelines:

Deadline for Issuing Diplomas and Certificates

1. The authority specified in Clause 1, Article 15 of this Regulation must issue diplomas to learners within the following timelines:

a) 75 days from the date of the decision recognizing the completion of lower secondary school or upper secondary school;

b) 30 days from the date of the decision recognizing the graduation from a pedagogical college or university;

c) 30 days from the date of the decision recognizing the graduation and issuance of a master's degree;

d) 30 days from the date of the decision recognizing the doctoral degree and issuance of a doctoral diploma.

2. The authority specified in Clause 2, Article 15 of this Regulation must issue certificates to learners no later than 30 days from the date of completion of the training, further education, or certification examination.

3. While waiting for the issuance of diplomas, learners eligible for graduation diplomas will receive a temporary graduation certificate from the educational institution where they studied.

The Director of the Department of Education and Training prescribes the form of the temporary graduation certificate for those eligible for the lower secondary school diploma or upper secondary school diploma in the area; the head of the teacher training institution, the head of the university education institution prescribes the form of the temporary graduation certificate for those eligible for the pedagogical college diploma, pedagogical college diploma, and higher education diploma.

The issuance of the lower secondary school diploma is 75 days from the date of the decision recognizing the completion of lower secondary school.

Who has the authority to issue the lower upper secondary diploma in Vietnam?

Based on Article 15 of the Regulations on the Management of Lower Secondary School Diplomas, Upper Secondary School Diplomas, Pedagogical College Diplomas, Higher Education Diplomas, and Certificates of the National Education System issued together with Circular 21/2019/TT-BGDDT:

Authority for Issuing Diplomas and Certificates

1. The authority for issuing diplomas is specified as follows:

a) The lower secondary school diploma is issued by the head of the Department of Education and Training;

b) The upper secondary school diploma is issued by the Director of the Department of Education and Training;

c) The pedagogical college diploma and the higher education diploma are issued by the head of the teacher training institution or the head of the university education institution with teacher training programs;

d) The higher education diploma is issued by the director of the university, the principal of the university, the director of the academy, the director of the scientific research institute authorized to train and issue diplomas at the corresponding levels;

D) The director of the university issues the higher education diploma to learners from its affiliated training and research units (excluding member universities).

2. The Director of the Department of Education and Training, the head of the educational institution, issues certificates to learners as prescribed.

According to the above regulation, the head of the Department of Education and Training has the authority to issue the lower secondary school diploma.

What are the conditions for recognizing lower secondary school graduation in Vietnam?

Based on Article 4 of the Regulations on the Recognition of Lower Secondary School Graduation issued together with Circular 31/2023/TT-BGDDT, students are recognized as graduating if they meet the following conditions:

- Not older than 21 years (calculated by year) for students completing the general education program at the lower secondary level; from 15 years old (calculated by year) for learners completing the continuing education program at the lower secondary level.

For students returning from abroad, those advancing grades, or those older than the prescribed age, the age requirements for each educational level shall follow the regulations of the Ministry of Education and Training.

- Completion of the general education program at the lower secondary level or the continuing education program at the lower secondary level.

- Having complete documentation:

+ For students completing Grade 9 at the educational institution in the year of the graduation recognition assessment, the graduation recognition documentation includes the student's academic record.

+ For students not in the category specified in Clause 1 of this Article, the graduation recognition documentation includes:

++ Application for graduation recognition;

++ Certified copy of the birth certificate or citizen identification or identity card;

++ Original student academic record or printed electronic academic record certified by the educational institution where the student completed Grade 9.

In case of loss of the original academic record or absence of printed electronic academic record, a certificate of Grade 9 academic and behavioral results from the educational institution where the student completed Grade 9 is required.
