Based on the provisions stipulated in Article 13 of Decree 146/2018/ND-CP:
Validity period of health insurance cards
1. For the subjects specified in Clause 6, Article 2, the health insurance card is valid from the first month of receiving unemployment benefits stated in the decision on unemployment benefits issued by the competent state agency.
2. For the subjects specified in Clause 7, Article 3 of this Decree:
a) In the case of children born before September 30: The health insurance card is valid until the end of September 30 of the year the child reaches 72 months old;
b) In the case of children born after September 30: The health insurance card is valid until the end of the last day of the month the child reaches 72 months old.
3. For the subjects specified in Clause 8, Article 3 of this Decree, the health insurance card is valid from the date of entitlement to social assistance benefits as decided by the district-level People's Committee.
4. For the subjects specified in Clause 9, Article 3, and Clause 1, Article 4 of this Decree, who are fully subsidized by the state budget for health insurance premiums, the health insurance card is valid from the date identified in the approval decision by the competent government agency.
5. For the subjects specified in Clause 10, Article 3 of this Decree, the health insurance card is valid from the date identified in the approval decision by the competent government agency.
6. For the subjects specified in Clause 14, Article 3 of this Decree, the health insurance card is valid immediately after organ donation.
7. For the subjects specified in Clause 3, Article 4 of this Decree:
a) The health insurance card is issued annually for students of primary and secondary education institutions, in which:
- For grade 1 students: Validity starts from October 1 of the first school year of primary education;
- For twelfth-grade students: The card is valid until the end of September 30 of that year.
b) The health insurance card is issued annually for students of higher education institutions and vocational education institutions, in which:
- For the first-year students of the course: The card is valid from the enrollment date, except in cases where the twelfth-grade student's card is still valid;
- For the final-year students of the course: The card is valid until the end of the last day of the month the course ends.
8. For other subjects, the health insurance card is valid from the date the participant pays the health insurance fee. In the case of the subjects specified in Clause 4, Article 4, and Articles 5 and 6 of this Decree who participate in health insurance for the first time or have an interruption of 3 months or more within the financial year, the health insurance card is valid for 12 months from the date the health insurance card is effective as stipulated in point c, clause 3, Article 16 of the Law on Health Insurance.
9. The validity period of the health insurance card stipulated in this Article corresponds to the health insurance premium, except for children under 6 years old.
Thus, the validity period of the health insurance card for grade 1 students starts from October 1 of the first school year of primary education.
Moreover, depending on each subject, the type of health insurance card may have different validity periods (3, 6, or 12 months).

Reissuance of health insurance card
1. Health insurance cards are reissued in case of loss.
2. The person who lost the health insurance card must submit an application for reissuance.
3. Within 7 working days from the date of receiving the application for reissuance, the health insurance organization must reissue the card to the health insurance participant. During the waiting period for reissuance, the health insurance participant is still entitled to health insurance benefits.
