What is the date that health insurance cards for first grade students in Vietnam take effect?

Pursuant to Article 13 of Decree 146/2018/ND-CP stipulating the validity period of health insurance cards as follows:

- For subjects specified in Clause 6, Article 2, the health insurance card is valid from the first month of receiving unemployment benefits as stated in the decision on unemployment benefits granted by the competent state authority.

For subjects specified in Clause 7, Article 3, Decree 146/2018/ND-CP:

+ In the case of children born before September 30: The health insurance card is valid until the end of September 30 of the year the child turns 72 months old;

+ In the case of children born after September 30: The health insurance card is valid until the end of the month the child turns 72 months old.

- For subjects specified in Clause 8, Article 3, Decree 146/2018/ND-CP, the health insurance card is valid from the date of receiving social assistance as per the decision of the district-level People's Committee.

- For subjects specified in Clause 9, Article 3, and subjects specified in Clause 1, Article 4, Decree 146/2018/ND-CP where the state budget covers 100% of the health insurance premiums, the health insurance card is valid from the date determined in the approval decision by the competent state authority.

- For subjects specified in Clause 10, Article 3, Decree 146/2018/ND-CP, the health insurance card is valid from the date determined in the approval decision by the competent state authority.

- For subjects specified in Clause 14, Article 3, Decree 146/2018/ND-CP, the health insurance card is valid immediately after donating body parts.

- For subjects specified in Clause 3, Article 4, Decree 146/2018/ND-CP:

+ The health insurance card is issued annually for students of general education institutions, including:

- For 1st grade students: The validity period starts from October 1 of the first year of primary school;

- For 12th grade students: The card is valid until the end of September 30 of that year.

+ The health insurance card is issued annually for students of higher education institutions, vocational education institutions, including:

- For first-year students of the course: The card is valid from the date of enrollment, except for cases where the 12th-grade student's card is still valid;

- For final-year students of the course: The card is valid until the end of the month of the graduation.

- For other subjects, the health insurance card is valid from the date the participant pays the health insurance premium. For subjects specified in Clauses 4, 5, and 6, Decree 146/2018/ND-CP who participate in health insurance for the first time or do not participate continuously for 3 months or more in the financial year, the health insurance card's validity period is 12 months from the date the health insurance card becomes valid as stipulated in Point c, Clause 3, Article 16 of the Health Insurance Law.

- The validity of the health insurance card specified in this Article corresponds to the health insurance premium payment according to the regulations, except for children under 6 years old.

Thus, the validity period of the health insurance card for 1st grade students starts from October 1 of the first year of primary school.

Pursuant to Article 18 of the Health Insurance Law 2008, amended by Clause 12, Article 1 of the Law on amending Law on Health Insurance 2014:

Replacement of Health Insurance Cards

1. The health insurance card shall be replaced in case of loss.

2. The person who lost the health insurance card must submit an application for a replacement card.

3. Within 7 working days from the date of receiving the application for a replacement card, the health insurance organization must issue a replacement card to the health insurance participant. During the waiting period for the replacement card, the health insurance participant still enjoys health insurance benefits.

Thus, 1st grade students who lose their health insurance cards will be reissued a replacement; however, parents must submit an application for a replacement.

Note: During the waiting period for the replacement card, health insurance participants still enjoy health insurance benefits.

If students do not renew their health insurance, can they still use it?

According to the provisions of Clause 4, Article 16 of the Health Insurance Law 2008:

Health Insurance Card

...

4. The health insurance card is not valid in the following cases:

a) The card has expired;

b) The card is altered or erased;

c) The person named on the card does not continue participating in health insurance.

5. The health insurance organization shall issue the form of the health insurance card after obtaining the consensus of the Ministry of Health.

Thus, according to the regulations, if students do not participate in health insurance, it means that their health insurance card will no longer be valid.
