Based on Article 3 of Decree 73/2024/ND-CP, the statutory pay rate for calculating teachers' salaries is stipulated as follows:

Statutory Pay Rate

1. The statutory pay rate is used as the basis for:

a) Calculating salaries in pay scales, allowances, and implementing other policies as per legal regulations for the subjects stipulated in Article 2 of this Decree;

b) Calculating operating fees and living expenses as stipulated by law;

c) Calculating deductions and policies based on the statutory pay rate.

2. From July 1, 2024, the statutory pay rate will be 2,340,000 VND/month.

3. For central agencies and units applying specific financial and income mechanisms: Maintain the difference between the salary and additional income of June 2024 for officials and public employees with the salary from July 1, 2024, after modifying or abolishing specific financial and income mechanisms. During the period before these mechanisms are modified or abolished, the monthly salary and additional income will be based on the statutory pay rate of 2,340,000 VND/month from July 1, 2024, ensuring that it does not exceed the salary and additional income received in June 2024 (excluding the salary and additional income due to the adjustment of the professional rank wage coefficient when promoting rank and step). In cases where the salary and additional income from July 1, 2024, based on specific mechanisms, are lower than the common regulated salary, the salary policies will follow the common regulations.

4. The Government of Vietnam will adjust the statutory pay rate after reporting to the National Assembly for consideration and decision, based on the state budget capacity, consumer price index, and the country's economic growth rate.

The current statutory pay rate for calculating teachers' salaries is 2,340,000 VND. The statutory pay rate is used as the basis for:

- Calculating salaries in pay scales, allowances, and implementing other policies as per legal regulations for the subjects stipulated in Article 2 of Decree 73/2024/ND-CP;

- Calculating operating fees and living expenses as stipulated by law;

- Calculating deductions and policies based on the statutory pay rate.

Currently, the starting salary of officials and public employees is calculated based on the formula:

Salary = Basic Salary x Salary Coefficient

Each professional rank and job title of public employees is assigned a salary with different steps. When recruited, teachers who are public employees holding a university degree will have a starting salary classified at step 1.

According to the regulations in Decree 204/2004/ND-CP and Circular 07/2024/TT-BNV, the starting salary of various officials is as follows:

In particular:

- The starting salary for teachers at different educational levels applies the salary coefficient of public employees of type A1, ranging from the salary coefficient of 2.34 to the salary coefficient of 4.98.

Therefore, the starting salary of public school teachers is as follows:

Starting Salary = 2,340,000 VND x 2.34 = 5,475,600 VND/month

Based on the regulations in Article 3 of Decree 73/2024/ND-CP, the statutory pay rate applied to teachers as public employees in public service providers is 2,340,000 VND/month.

The salary coefficients for teachers at various levels are specified in four Circulars issued by the Ministry of Education and Training, including Circular 01/2021/TT-BGDDT, Circular 02/2021/TT-BGDDT, Circular 03/2021/TT-BGDDT, Circular 04/2021/TT-BGDDT and are amended by Circular 08/2023/TT-BGDDT.

What are the income components of teachers in Vietnam from July 1, 2024?

On June 21, 2024, the Central Executive Committee issued Conclusion 83-KL/TW in 2024 on salary reform, adjustment of pensions, social insurance benefits, preferential allowances for people with meritorious services, and social allowances from July 1, 2024.

The Central Executive Committee's conclusion notes two important components regarding the income of officials, public employees (including teachers who are public employees) in the public sector:

- Implementing an adjustment from a statutory pay rate of 1.8 million VND to 2.34 million VND (an increase of 30%) from July 1, 2024.

- Implementing bonus policies from July 1, 2024 (the bonus fund is 10% of the basic salary fund).

Therefore, from July 1, 2024, the income of teachers includes:

- Salary = salary coefficient x statutory pay rate

- Bonus: Bonus policy from July 1, 2024 (the bonus fund is 10% of the basic salary fund), decided by the head of the agency or unit based on the evaluation and classification of the work performance of the salaried person.

- Allowance: The existing allowance regime remains unchanged.

- Additional income (if any): Due to the expansion of pilot additional salary application in some localities when conditions are met, according to the policy in Resolution 27-NQ/TW in 2018.
