The professional titles for public employees teaching in public higher education institutions include:
- Senior Lecturer (Class I) - Code: V.07.01.01
- Principal Lecturer (Class II) - Code: V.07.01.02
- Lecturer (Class III) - Code: V.07.01.03
- Teaching Assistant (Class III) - Code: V.07.01.23
Therefore, the professional title code for a principal lecturer in public higher education institutions is V.07.01.02.
What is the current salary rate of principal lecturers at public higher education institutions in Vietnam?
Pursuant to Point b, Clause 1, Article 10 of Circular 40/2020/TT-BGDDT, the regulation on the salary classification for public employees teaching in public higher education institutions is as follows:
Salary classification
- The professional titles for public employees teaching regulated in this Circular are applied the professional and career salary scale for officials and public employees in state public service providers (Table 3) issued together with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government of Vietnam on salary policies for officials and public employees and the armed forces. Specifically:
a) The professional title of Senior Lecturer (Class I) applies the salary coefficient for public employees of type A3, group 1 (A3.1) from salary coefficient 6.20 to salary coefficient 8.00;
b) The professional title of Principal Lecturer (Class II) applies the salary coefficient for public employees of type A2, group 1 (A2.1) from salary coefficient 4.40 to salary coefficient 6.78;
c) The professional titles of Lecturer (Class III) and Teaching Assistant (Class III) apply the salary coefficient for public employees of type A1, from salary coefficient 2.34 to salary coefficient 4.98.
- The salary classification for professional titles is implemented after being appointed to the relevant professional title by the competent authority as prescribed in this Circular, in accordance with the guidance in Clause 1, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Ministry of Home Affairs guiding the salary classification when promoting, transferring ranks, and changing types for officials and public employees, and current legal provisions.
Therefore, the principal lecturer in public higher education institutions applies the professional and career salary scale for officials and public employees in state public service providers (Table 3) issued together with Decree 204/2004/ND-CP and applies the salary coefficient for public employees of type A2, group 1 (A2.1) from salary coefficient 4.40 to salary coefficient 6.78.
The current statutory pay rate (from July 01, 2024) is regulated in Clause 2, Article 3 of Decree 73/2024/ND-CP as follows:
Statutory pay rate
- The statutory pay rate is used as the basis for:
a) Calculating salaries in pay scales, allowances, and implementing other policies as stipulated by law for the subjects prescribed in Article 2 of this Decree;
b) Calculating operational and living allowances as stipulated by law;
c) Calculating deductions and policies enjoyed based on the statutory pay rate.
- From July 01, 2024, the statutory pay rate is 2,340,000 VND/month.

What are the standards for professional and career capacity of principal lecturers at public higher education institutions in Vietnam?
According to Clause 3, Article 6 of Circular 40/2020/TT-BGDDT, the standards for professional and career capacity of principal lecturers at public higher education institutions are as follows:
- Having firm knowledge of the subjects assigned to teach and basic knowledge of some subjects related to the assigned training discipline;
- Understanding and effectively implementing the goals, plans, content, and programs of the assigned subjects; promptly grasping practical requirements for the training discipline;
- Leading the implementation of at least one scientific and technological task at the institutional level or higher that has been reviewed and accepted with satisfactory results or better;
- Leading or participating in the compilation of at least one textbook for training purposes, which has been reviewed and accepted by the scientific council (approved by the head of the higher education institution or a competent authority) for use in training and fostering from undergraduate level or higher, relevant to the lecturer's teaching or training discipline and has an international standard ISBN code;
- Being author of at least three scientific articles which are lecturer's research works published in scientific journals with international standard ISSN codes;
- Having capability to apply information technology and use foreign languages in performing the tasks of the principal lecturer (Class II);
- Public employees participating in the examination or considering promotion from the professional title of Lecturer (Class III), code V.07.01.03 to the professional title of Principal Lecturer (Class II), code V.07.01.02 must have held the professional title of Lecturer (Class III), code V.07.01.03 or equivalent for a minimum of nine years for those with a master's degree, and at least six years for those with a doctoral degree; within which there must be at least one year (full 12 months) holding the professional title of Lecturer (Class III), code V.07.01.03 up to the end date for submission of registration dossiers or considering promotion.
