What is the Current Preferential Allowance for Teachers at Public Schools in Vietnam?
According to Clause 1, Article 2 of Decision 244/2005/QD-TTg, the preferential allowance rates for teachers teaching in public schools are stipulated as follows:
- A 25% allowance rate applies to teachers directly teaching in universities, colleges, academies, training schools of the Ministries, Government agencies, Communist Party organizations, central political-social organizations, and the political schools of provinces and cities directly under the Central Government (excluding teachers teaching in pedagogy schools, pedagogical faculties, and teachers teaching Marxism-Leninism, Ho Chi Minh ideology);
- A 30% allowance rate applies to teachers directly teaching in lower secondary schools, upper secondary schools, technical-vocational centers, continuing education centers, vocational training centers in plains, cities, district-level towns; professional secondary schools, vocational training schools; political training centers in districts, counties, district-level towns, cities directly under the province;
- A 35% allowance rate applies to teachers directly teaching in kindergartens and primary schools in plains, cities, district-level towns; lower secondary schools, upper secondary schools, technical-vocational centers, continuing education centers, vocational training centers in mountainous, island, remote and isolated areas;
- A 40% allowance rate applies to teachers directly teaching in pedagogy schools, pedagogical faculties (university, college, secondary), educational management training schools, and teachers teaching political subjects in professional secondary schools, vocational training schools;
- A 45% allowance rate applies to teachers directly teaching Marxism-Leninism, Ho Chi Minh ideology in universities and colleges;
- A 50% allowance rate applies to teachers directly teaching in kindergartens and primary schools in mountainous, island, remote, and isolated areas.

To whom does the preferential allowance for teachers in public schools in Vietnam apply?
According to Subsection 1, Item 1 of Joint Circular 01/2006/TTLT-BGDDT-BNV-BTC, the preferential allowance for teachers in public schools applies to the following teaching staff:
- Teachers (including those in probation, contracts) on the payroll, directly teaching in public educational institutions within the national education system and schools, centers, academies under state agencies, Communist Party organizations, political-social organizations (hereinafter collectively referred to as public educational institutions) funded by the state (including funds from the state budget and legal service revenues);
- Teachers (including those in probation, contracts) on the payroll of public educational institutions responsible for team leadership, guiding practice in school workshops, stations, farms, and laboratories;
Do teachers teaching at universities under the Ministry of National Defense of Vietnam enjoy preferential allowance policies?
Based on Article 1 of Decision 244/2005/QD-TTg:
Scope and Subjects of Application
This decision stipulates preferential policies for teachers directly teaching who have been transferred and placed on the payroll according to Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam on wage policies for officials, public employees and armed forces in public educational institutions within the national education system and schools, centers, academies under state agencies, Vietnam Communist Party organizations, political-social organizations funded by the state.
The preferential allowance regime stipulated in this Decision does not apply to teachers teaching in educational institutions under the Ministry of National Defense, the Ministry of Public Security, and encryption agencies.
According to the regulations, the preferential allowance does not apply to teachers teaching in educational institutions under the Ministry of National Defense. Therefore, teachers teaching at universities under the Ministry of National Defense will not enjoy preferential allowance policies.
How to calculate the preferential allowance for teachers in public schools in Vietnam?
According to Subsection 2, Item 2 of Joint Circular 01/2006/TTLT-BGDDT-BNV-BTC, the calculation method for the preferential allowance for teachers in public schools is as follows:
Preferential allowance entitlement = General minimum wage x [current salary coefficient + leadership allowance coefficient (if any) + % (converted to coefficient) seniority allowance beyond the frame (if any)] x preferential allowance percentage.
Periods that are not counted for preferential allowance entitlement for teachers in public schools in Vietnam
Based on point b, Subsection 2, Item 1 of Joint Circular 01/2006/TTLT-BGDDT-BNV-BTC, the periods that are not counted for preferential allowance entitlement are as follows:
- The period of working trips, assignments, studying abroad receiving 40% of salary according to the regulations in Clause 4, Article 8 of Decree 204/2004/ND-CP;
- The period of working trips, studying in the country without teaching continuously for over 3 months;
- The period of private leave without pay continuously for 01 month or more;
- The period of sick leave, maternity leave exceeding the prescribed time according to the current Social Insurance Charter;
- The period of suspension from teaching.
