Based on Section 1 of Joint Circular 10/2005/TTLT-BNV-BLDTBXH-BTC, following regulations are stipulated:
SCOPE, SUBJECTS, AND CONDITIONS OF APPLICATION
1. Scope and Subjects of Application:
a. Officials (including reserved officials), public employees, those in their trial periods, and contract employees who have been salaried according to the State's salary scale working in state agencies and public service providers established by competent authorities.
b. Full-time officials at communes, wards, and commune-level towns.
c. Those working in state-owned enterprises operating under the State-owned Enterprises Law, Development Assistance Fund, and Vietnam Deposit Insurance, including:
Full-time members of the Board of Directors; members of the Supervisory Board;
General Directors, Directors, Deputy General Directors, Deputy Directors, Chief Accountants (excluding those working under contracts);
Workers and staff directly involved in production and business; public employees with professional, operational duties, and service staff working under labor contract policies stipulated in Decree No. 44/2003/ND-CP dated May 9, 2003, of the Government of Vietnam detailing and guiding the implementation of several provisions of the Labor Code regarding labor contracts.
2. Conditions of Application:
The subjects mentioned in point 1 of section I of this Circular are entitled to attraction allowance when they start working in new economic zones, economic bases, and distant islands with particularly difficult living conditions such as remote, isolated areas, far from residential areas; no transportation network, difficult travel; lack of electricity and water supply systems; housing shortages; lack of schools, kindergartens, and hospitals.
Hence, teachers in Vietnam are eligible for attraction allowance when working in new economic zones, economic bases, distant islands, and border areas with particularly difficult living conditions.

Based on Section 2 of Joint Circular 10/2005/TTLT-BNV-BLDTBXH-BTC, following regulations are stipulated:
ALLOWANCE LEVELS AND PAYMENT METHODS
1. Allowance Levels and Duration:
a. Attraction allowance includes 4 levels: 20%, 30%, 50%, and 70% of the current salary level (based on grade, rank, position, professional, operational) plus leadership allowance and seniority allowances beyond the bracket (if any).
b. The duration of attraction allowance is determined within a timeframe of 3 years to 5 years from the first time the subjects specified in point 1 of section I of this Circular start working in places eligible for attraction allowance.
c. The allowance level and duration depend on the actual difficulty duration of living conditions in each new economic zone, economic base, and distant island.
2. Allowance Calculation:
The attraction allowance amount is calculated as follows:
Attraction Allowance Amount = Current Salary Level plus Leadership Allowance and Seniority Allowance beyond the Bracket (if any) x Percentage of Allowance
3. Allowance Payment Method:
a. Attraction allowance is paid together with the monthly salary and is not used to calculate or benefit from social insurance benefits.
b. Funding for paying attraction allowance:
b.1. For agencies and units fully funded by the state budget, the attraction allowance is covered by the state budget according to the current budget allocation in the annual budget estimates assigned to the agencies and units.
b.2. For self-financing agencies and public service providers, the attraction allowance is paid from the allocated financial resources and self-managed financial sources.
b.3. For state-owned companies, the attraction allowance is included in the wage unit cost and accounted for in production or business expenses.
Thus, teachers in Vietnam will receive attraction allowance levels of: 20%, 30%, 50%, and 70%.
The formula for calculating the attraction allowance for teachers is as follows:
Attraction Allowance Amount = Percentage of Allowance x Current Salary Level plus Leadership Allowance and Seniority Allowance beyond the Bracket (if any)
What documents are required in the application for the attraction allowance in Vietnam?
Based on Section 3 of Joint Circular 10/2005/TTLT-BNV-BLDTBXH-BTC, following documents are stipulated:
IMPLEMENTATION
1. Ministers, heads of agencies equivalent to Ministry level, heads of agencies under the Government of Vietnam (hereinafter collectively referred to as Central Ministers, Heads of Agencies), Chairpersons of People's Committees of provinces and central-affiliated cities, and representatives of state-owned companies' owners, based on the attraction allowance conditions stipulated in this Circular and the actual new economic zones, economic bases, distant islands under management, propose to the Joint Ministry for consideration and decision on the attraction allowance.
The application dossier for attraction allowance includes:
a. Official Dispatch proposal from the Central Ministers, Heads of Agencies, Chairpersons of People's Committees of provinces and central-affiliated cities, and representatives of state-owned companies' owners.
b. Explanation of conditions determining the attraction allowance, proposed allowance level, and duration of the attraction allowance.
c. Expected number of subjects and budget allocation for paying attraction allowance, specifying the part funded by the state budget (if any).
2. Based on the proposal of the Central Ministers, Chairpersons of People's Committees of provinces and central-affiliated cities, and representatives of state-owned companies' owners, the Joint Ministry will issue a document agreeing on the attraction allowance application according to the allocation as follows:
a. For officials and public employees in state agencies and public service providers, the Ministry of Home Affairs cooperates with the Ministry of Finance for review and resolution.
b. For subjects in state-owned companies, the Ministry of Labor, War Invalids and Social Affairs cooperates with the Ministry of Finance for review and resolution.
3. After the Joint Ministry's opinion, the Central Ministers, Chairpersons of People's Committees of provinces and centrally-affiliated cities, and representatives of state-owned companies' owners will guide units with subjects eligible for attraction allowance under their management to implement.
Thus, the application for attraction allowance in Vietnam includes:
