- A statement of merits to be considered for awarding the "Teacher of Merit" title according to Form No. 01 of Appendix III attached to Decree 35/2024/ND-CP and copies of corresponding evidence to the standards proposed for consideration as follows:

+ Confirmation/certificate or decision from an authorized managing agency for initiatives, patent rights, patent rights of useful solutions, copyright of authorship;

+ Decision to establish the acceptance council; acceptance minutes of science and technology tasks;

+ Cover page of textbooks, monographs with the author’s name and publisher, introduction by the publisher (if any), decision to establish an evaluation council, decision approved by the school to use textbooks, monographs at the training facility;

+ Decision on assignment and cover of training materials, lecture series, training materials, training programs, teaching topics, thematic reports, proposal reports, programs, and projects with confirmation from an authorized level; list of scientific articles published in domestic or international specialized scientific journals and scientific conference proceedings with peer review, journal cover page, conference proceedings with author’s name;

+ Decision on guiding PhD candidates, Master's students, doctors of specialist II, and resident doctors; the decision to recognize doctoral, master’s degrees, doctors of specialist II, and resident doctors;

+ Decision to participate in training students for national, and international competitions by authorized levels; participate in compiling programs, textbooks, developing subject programs, local educational materials;

+ Decision to participate in drafting legal normative documents; legal normative documents that have been issued;

+ Confirmation of works displayed, performed, broadcasted, directed;

+ Awards certificate; certification or decision on related emulation titles, forms of commendation;

+ Diplomatic letter or teaching invitation contract from foreign educational institutions clearly stating the time spent as an expert and decision from the Ministry of Education and Training of Vietnam for sending to work as an educational expert abroad.

[2] The application for consideration for awarding the "Teacher of Merit" title to professors includes:

- A statement of merits to be considered for awarding the "Teacher of Merit" title according to Form No. 01 of Appendix III attached to Decree 35/2024/ND-CP and copies of evidence corresponding to the standards proposed for consideration specified in points a, d, dd, h, g, i, k clause 1 Article 13 Decree 35/2024/ND-CP;

- Decision on recognizing or appointing the title of professor.

What are the principles and criteria for assessing merits for the "Teacher of Merit" title in Vietnam?

The principles and criteria for assessing merits for the "Teacher of Merit" title in Vietnam are specified in Article 4 of Decree 35/2024/ND-CP as follows:

- Merits to be considered for awarding the "Teacher of Merit" title must be attained during service in the Education sector. merits already considered and awarded state honors, including People’s Doctor, Doctor of Merit, People’s Artist, Excellent Artist, People’s Artisan, and Artisan of Merit, cannot be used to propose the "Teacher of Merit" title.

- The period during which the agency, unit manage on authority trains centrally after being recruited into the Education sector will be counted as time in the Education sector but not as direct teaching time.

- During the process of considering the "Teacher of Merit" title, if an individual changes the position, the consideration will follow the title at the time of submitting the application for the title to the Facility Council.

- An individual who receives a salary and annual evaluation for emulation and commendation at any unit can propose considering the "Teacher of Merit" title at that unit.

- For teachers, management staff at educational institutions, and educational research staff holding management positions for at least 36 months or over three academic years up to the time of submitting the application for consideration, achievement criteria of the collective are applied according to clause 5 Article 7 and clause 5 Article 8 Decree 35/2024/ND-CP.

- The consideration for the "Teacher of Merit" title should focus on:

+ Teachers directly involved in nurturing and teaching;

+ Teachers, management staff at educational institutions directly organizing educational activities, teaching people with disabilities, and learners with special circumstances;

+ Teachers, management staff at educational institutions working in border areas, at sea, islands, regions with particularly difficult socio-economic conditions according to regulations of the Government of Vietnam (commonly referred to as areas with particularly difficult socio-economic conditions).

The service time of teachers, management staff at educational institutions in areas with particularly difficult socio-economic conditions is implemented according to clause 4 Article 64 Jurisdiction Law of Emulation and Commendation 2022.

- Management staff at educational institutions during their time in management positions, who participate in nurturing and teaching to the minimum required level, have their nurturing and teaching time calculated and converted as follows:

+ Management staff at educational institutions directly nurturing and teaching up to 30% of the required teaching hours/time as stipulated by teachers' working policies are computed with a conversion rate of 0.3 compared to teachers directly nurturing and teaching;

+ Management staff at educational institutions directly nurturing and teaching from 31% to under 60% of the required teaching hours/time as stipulated by teachers' working policies is computed with a conversion rate of 0.6 compared to teachers directly nurturing and teaching;

+ Management staff at educational institutions directly nurturing and teaching from 60% to 80% of the required teaching hours/time as stipulated by teachers' working policies is computed with a conversion rate of 0.8 compared to teachers directly nurturing and teaching;

+ Management staff at educational institutions directly nurturing and teaching from 81% of the required teaching hours/time or more as stipulated by teachers' working policies is computed with a rate of 1 and does not require conversion.

- The council for consideration for awarding the "Teacher of Merit" title at all levels may only submit cases meeting the conditions, standards, procedures, and dossier requirements according to Decree 35/2024/ND-CP.

What is the time for consideration for awarding, announcement, and awarding of the "Teacher of Merit" title in Vietnam?

According to Article 5 of Decree 35/2024/ND-CP, the time for consideration for awarding, announcement, and awarding of the "Teacher of Merit" title in Vietnam is as follows:

- The "Teacher of Merit" title is considered and announced every 3 years on the occasion of the Vietnamese Teachers' Day on November 20.

- Ministries, departments, central authorities, and provinces, and national parent universities organize the awarding ceremony for Distinguished Teachers under their management authority after being conferred by the President.
