Code numbers and titles of lower secondary school teacher positions
The positions of lower secondary school teachers include:
1. Grade III lower secondary school teacher - Code V.07.04.32.
2. Grade II lower secondary school teacher - Code V.07.04.31.
3. Grade I lower secondary school teacher - Code V.07.04.30.
Thus, according to the regulations, the Grade 3 lower secondary school teacher will have the code number V.07.04.32.
What is salary coefficient applicable to Grade 3 lower secondary school teacher in Vietnam?
Based on Article 8 of Circular 03/2021/TT-BGDDT, there are regulations on pay classification as follows:
Pay classification
1. Public employees appointed to the positions of lower secondary school teachers stated in this Circular are applied the corresponding salary coefficients issued together with Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam on salary policies for officials and public employees and armed forces. Specifically:
a) Grade III lower secondary school teacher, Code V.07.04.32, is applied the salary coefficient of public employee type A1, from a pay coefficient of 2.34 to a pay coefficient of 4.98;
b) Grade II lower secondary school teacher, Code V.07.04.31, is applied the salary coefficient of public employee type A2, group A2.2, from a pay coefficient of 4.00 to a pay coefficient of 6.38;
c) Grade I lower secondary school teacher, Code V.07.04.30, is applied the salary coefficient of public employee type A2, group A2.1, from a pay coefficient of 4.4 to a pay coefficient of 6.78.
2. The pay classification upon appointment to the title of position is implemented according to the guidance at Clause 1, Section II, Circular No. 02/2007/TT-BNV dated May 25, 2007, of the Ministry of Home Affairs guiding pay classification when upgrading rank, transferring rank, transferring type for officials and public employees, and according to current legal regulations. When new salary policies are implemented, the classification into the new salary is conducted following the Government of Vietnam's regulations.
Thus, Grade 3 lower secondary school teacher, Code V.07.04.32, is applied the salary coefficient for public employees type A1, from a pay coefficient of 2.34 to a pay coefficient of 4.98.
On June 30, 2024, the Government of Vietnam issued Decree 73/2024/ND-CP regulating the statutory pay rate and bonus policies for officials and public employees and armed forces.
Based on Article 3 of Decree 73/2024/ND-CP stipulating:
Statutory pay rate
- The statutory pay rate serves as a base to:
a) Calculate the salary in the salary coefficients, allowances, and other policies as stipulated by law for the subjects stated in Article 2 of this Decree;
b) Calculate the operating fee, living expenses as stipulated by law;
c) Calculate the deductions and policies based on the statutory pay rate.
- From July 1, 2024, the statutory pay rate is 2,340,000 VND/month.

What are the duties of a Grade 3 lower secondary school teacher in Vietnam?
Based on Article 2 of Circular 03/2021/TT-BGDDT, regulations state that Grade 3 lower secondary school teacher - Code V.07.04.32 will have 10 specific duties:
- Develop educational plans for the assigned subjects and participate in building educational plans of the professional group according to the objectives and secondary education programs;
- Teach and educate students according to the school's educational program and plans, and professional group; manage students in educational activities organized by the school;
- Use teaching and educational methods that promote the competency and qualities of students, enhance student activities;
- Conduct activities to assess and evaluate students' learning and training results according to regulations;
- Participate in identifying and nurturing gifted students or tutoring underachieving students or guiding student teacher interns (if any);
- Organize psychological counseling and career orientation activities for students and their parents of the assigned class;
- Coordinate with relevant organizations and individuals to carry out teaching, education, psychological counseling, and career orientation activities for students;
- Participate in professional group activities; engage in scientific research; complete the management documents of educational activities as required; implement secondary education universalization and inclusive education within the assigned scope; participate in organizing competitions (for teachers or students) from school level upwards (if any);
- Complete training courses and professional development programs as required; self-study and self-train to improve professional competencies and skills;
- Perform other tasks assigned by the principal.
