- Public employees who have been appointed to the ranks of professional titles for preschool teachers in accordance with Joint Circular 20/2015/TTLT-BGDDT-BNV (this circular has expired and has been replaced by Circular 01/2021/TT-BGDDT) now appointed to the professional titles specified in this Circular as follows:

+ Appointment to the professional title of Grade III Preschool Teacher (code V.07.02.26) for Grade I Preschool TeacherV (code V.07.02.06) who meet the educational qualification standards of Grade III Preschool Teacher (code V.07.02.26);

+ Appointment to the professional title of Grade III Preschool Teacher (code V.07.02.26) for Grade III Preschool Teacher (code V.07.02.05);

+ Appointment to the professional title of Grade II Preschool Teacher (code V.07.02.25) for Grade II Preschool Teacher (code V.07.02.04).

- Grade II Preschool Teacher (code V.07.02.25) will be appointed to the professional title of Grade I Preschool Teacher (code V.07.02.24) if they are determined to be the successful candidate in the examination or consideration for promotion from Rank II to Rank I.

What salary arrangement is Grade 1 preschool teacher categorized under for public employees in Vietnam?

Based on Article 8 of Circular 01/2021/TT-BGDDT, the current salary arrangement for public preschool teachers is stipulated as follows:

Public employees appointed to the professional titles for preschool teachers specified in this Circular are applied the corresponding salary arrangement issued together with Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam on salary policies for officials and public employees and armed forces. Specifically:

a) Grade III Preschool Teacher, code V.07.02.26, is applied the salary arrangement of public employee type A0, from coefficient 2.10 to coefficient 4.89;

b) Grade II Preschool Teacher, code V.07.02.25, is applied the salary arrangement of public employee type A1, from coefficient 2.34 to coefficient 4.98;

c) Grade I Preschool Teacher, code V.07.02.24, is applied the salary arrangement of public employee type A2, group A2.2, from coefficient 4.0 to coefficient 6.38.

2. The pay arrangement when appointed to the rank of professional title is implemented according to the guidance in Clause 1, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007, of the Ministry of Home Affairs guiding the wage arrangement when upgrading, transferring the rank, or changing the type of officials and public employees and according to the current legal regulations. When implementing a new salary policy, the transfer to the new salary grade implements according to the Government of Vietnam's regulation.

What are the standards for professional competence of a Grade 1 preschool teacher in Vietnam?

According to Clause 4, Article 5 of Circular 01/2021/TT-BGDDT (amended by Clauses 4, 7, 8, Article 1 of Circular 08/2023/TT-BGDDT), there are (6) standards for professional competence of Grade 1 preschool teacher as follows:

(1) Actively and proactively implement, advocate, and guide colleagues to implement the guidelines, policies, and laws of the Communist Party and the State, and the regulations and requirements of the sector and localities on preschool education into assigned tasks;

(2) Implement creatively and flexibly; share experiences, guide, and support colleagues to implement the preschool education program and plan;

(3) Actively and proactively share experiences, guide, and support colleagues, parents, guardians of children, and the community in the care, nurturing, and education of children; capable of performing the duties of a key teacher;

(4) Able to apply information technology in professional activities; capable of using a foreign language or using an ethnic minority language as required by the job position;

(5) Recognized as an emulation soldier at the grassroots level or excellent teacher from district level or higher, or receive commendations or certificates of merit from provincial level or higher.

(6) Public employees participating in the examination or consideration for promotion to the professional title of Grade 1 preschool teacher (code V.07.02.24) must have held the professional title of Grade 2 preschool teacher (code V.07.02.25) or equivalent for at least 09 (nine) years as of the deadline for submitting the application for the examination or consideration for promotion.
