The professional titles for public employees teaching at public higher education institutions include:
- Senior Lecturer (Grade I) - Code: V.07.01.01
- Principal Lecturer (Grade II) - Code: V.07.01.02
- Lecturer (Grade III) - Code: V.07.01.03
- Teaching Assistant (Grade III) - Code: V.07.01.23
Thus, university lecturers at public higher education institutions are divided into 3 grades of professional titles as follows:
- Grade 1: Senior Lecturer;
- Grade 2: Principal Lecturer;

What are the ethical professional standards of university lecturers at public higher education institutions?
According to Article 3 of Circular 40/2020/TT-BGDDT, the ethical professional standards of university lecturers at public higher education institutions are as follows:
- Dedication to the profession, maintaining the integrity, reputation, and honor of educators; fostering solidarity, respect, and cooperation with colleagues in both life and work; demonstrating kindness, tolerance, and moderation in interactions with students, trainees, and researchers (hereinafter referred to collectively as learners); protecting the legitimate rights and interests of learners, colleagues, and the community.
- Being committed to the job; adhering to the regulations and rules of the public higher education institution and the relevant legal provisions of the sector.
- Being fair in teaching and education, accurately assessing the actual capabilities of learners; practicing frugality, combating achievement syndrome, and preventing corruption and waste.
- Other ethical professional standards as stipulated by law.
What are the duties of university lecturers at public higher education institutions?
* For Teaching Assistants
According to Clause 1, Article 4 of Circular 40/2020/TT-BGDDT, the duties of teaching assistants at public higher education institutions are as follows:
- Supporting lecturers (Grade III), principal lecturers (Grade II), and senior lecturers (Grade I) in teaching activities, including: preparing lectures, tutoring, guiding exercises, discussions, experiments, practice, internships, and grading;
- Studying and enhancing political theory, professional expertise, and teaching methods; participating in practical activities to improve training quality and scientific research;
- Participating in administrative tasks, Communist Party activities, union activities, and other tasks according to the organization and operation regulations of the public higher education institution and other relevant legal provisions.
* For Grade III Lecturers
According to Clause 1, Article 5 of Circular 40/2020/TT-BGDDT, the duties of Grade III lecturers at public higher education institutions are as follows:
- Teaching, supervising, and grading theses and graduation projects; participating in teaching master's and doctoral programs and supervising and assessing master's theses and doctoral dissertations if meeting the required standards.
- Participating in building and developing training programs;
- Leading or participating in the compilation of textbooks, reference books, monographs, guidebooks, and translating foreign-language books and textbooks into Vietnamese (collectively referred to as training books);
- Organizing and participating in scientific research activities; writing and presenting scientific reports at conferences, participating in evaluating institutional-level scientific research projects and student scientific research projects; participating in international cooperation activities and ensuring the quality of higher education;
- Participating in class management tasks, academic advising, guiding discussions, practical exercises, experiments, and internships;
- Studying and enhancing political theory, professional expertise, and teaching methods; participating in practical activities to improve training quality and scientific research;
- Participating in administrative tasks, Communist Party activities, union activities, and other tasks according to the organization and operation regulations of the public higher education institution and other relevant legal provisions.
* For Principal Lecturers
According to Clause 1, Article 6 of Circular 40/2020/TT-BGDDT, the duties of principal lecturers at public higher education institutions are as follows:
- Teaching, supervising, and grading theses and graduation projects; participating in teaching master's and doctoral programs and supervising and assessing master's theses and doctoral dissertations if meeting the required standards;
- Leading or participating in building and developing training programs; suggesting initiatives, directions, and methods for development of the subject or specialty in charge; proactively proposing solutions to improve teaching quality, methods for testing, and evaluating learning outcomes of learners;
- Leading or participating in the compilation of training books; leading or participating in scientific and technological mission tasks;
- Leading or participating in evaluating projects and scientific research topics; writing and presenting scientific reports at conferences; participating in international cooperation activities and ensuring the quality of higher education;
- Participating in class management tasks, academic advising, guiding discussions, practical exercises, experiments, and internships;
- Participating in training lecturers according to the professional development requirements of the faculty or specialized subject;
- Studying and enhancing political theory, professional expertise, and teaching methods; participating in practical activities to improve training quality and scientific research;
- Participating in administrative tasks, Communist Party activities, union activities, and other tasks according to the organization and operation regulations of the public higher education institution and other relevant legal provisions.
* For Senior Lecturers
According to Clause 1, Article 7 of Circular 40/2020/TT-BGDDT, the duties of senior lecturers at public higher education institutions are as follows:
- Teaching; supervising and grading theses and graduation projects; supervising master's theses and doctoral dissertations; leading or participating in assessment councils for master's theses and doctoral dissertations;
- Leading the development of the specialized training program; proposing directions and measures for the development of the subject or specialty; proactively and regularly updating scientific achievements into the development of training programs; innovating teaching methods and methods for testing and evaluating learning outcomes of learners;
- Leading or participating in the compilation of training books; leading or participating in scientific research programs or projects; orienting scientific research for the faculty and specialized groups;
- Leading or participating in the evaluation of projects and scientific research topics; organizing and presenting scientific reports at conferences. Leading or participating in the acceptance and publication of scientific reports, research works, exchanging experiences to contribute to the development of the faculty and specialized subjects; participating in international cooperation activities and ensuring the quality of higher education;
