Based on Article 37 of the Charter of lower secondary schools, upper secondary schools, and multi-level schools issued together with Circular 32/2020/TT-BGDDT on behaviors that students are prohibited from doing in the school charter:
- Offending the dignity, honor, infringing the body of teachers, staff, school employees, others, and other students.
- Cheating in learning, examinations, tests, and admissions.
- Buying, selling, using alcohol, beer, tobacco, narcotics, other stimulants, fireworks, and substances that cause explosions.
- Using mobile phones and other devices during class that are not for learning purposes and without teacher permission.
- Fighting, disturbing order, and security in schools and public places.
- Using or exchanging products with content inciting violence, pornography; using toys or playing games detrimental to healthy development.
- Students must not violate other prohibited acts as prescribed by law.
Thus, according to the above regulations, the use of alcohol by students is one of the prohibited acts.
What are the regulations on scholarship incentives for students in Vietnam?
According to Article 8 of the Education Law 2019 on scholarship incentives for students:
- Subjects for scholarship incentive consideration and awarding:
[1] Students in specialized upper secondary schools within universities, specialized schools with good conduct, excellent academic performance in the scholarship awarding semester having a subject score of 8.5 or higher or winning prizes from encouragement level or higher in national, regional, or international excellent student contests of that year;
[2] Students from schools specializing in arts, physical education, and sports with conduct from good or higher, average academic performance during the scholarship consideration semester and awarded prizes or medals in national, regional, or international competitions of the academic year;
[3] Students attending vocational education or higher education institutions with academic and conduct results from good upwards, not subjected to disciplinary action from reprimand upwards during the scholarship awarding semester.
* Scholarship levels for subject [1]
- For specialized schools, arts, physical education, and sports schools: The scholarship level for a student monthly is at least three times the current tuition fee of the specialized upper secondary school in the locality;
- For specialized upper secondary schools within universities: The scholarship level awarded for a student is decided by the university's rector but not lower than the current tuition ceiling that the student must pay at the school;
- For schools that do not collect tuition fees: The minimum scholarship equals three times the tuition ceiling of the local upper secondary school.
* Scholarship levels for subject [3]:
- Good scholarship: The scholarship level is equal to or higher than the current tuition ceiling of the field, major, or occupation which students must pay at the school decided by the rector or director (hereinafter referred to as the rector) for students with an average total academic and conduct score from good upward. For non-public schools, the minimum scholarship is defined by the rector.
For training occupations that do not collect tuition fees, it is applied according to the unit price ordered by the State, assigned tasks, or bidding for the training sector group of the school;
- Excellent scholarship: The scholarship level is higher than good determined by the rector for students with an average total academic score reaching excellent upward and conduct score reaching good upward;
- Outstanding scholarship: The scholarship level is higher than excellent determined by the rector for students with average total academic and conduct scores reaching outstanding;
- The average total academic and conduct scores of subjects [1] [2] [3] are determined according to the current regulations of the Ministry of Education and Training, the Ministry of Labor, War Invalids, and Social Affairs;
Whereas the average total academic score for scholarship consideration under this Decree is calculated from the exam scores, and first-time subject test results.
