What is the teaching hour norm for public upper secondary school teachers in Vietnam?
Based on Article 6 of the Regulation on working policies for general school teachers issued along with Circular 28/2009/TT-BGDDT (supplemented by Clause 5, Article 1 of Circular 15/2017/TT-BGDDT), it is stipulated as follows:

The teaching hour norm is the number of theoretical or practical teaching sessions each teacher must teach in a week. Specifically:
1. The teaching hour norm for primary school teachers is 23 sessions, middle school teachers is 19 sessions, and upper secondary school teachers is 17 sessions;
2. The teaching hour norm for teachers of ethnic boarding schools is 17 sessions at the middle school level, 15 sessions at the upper secondary school level;
The teaching hour norm for teachers of ethnic semi-boarding schools is 21 sessions at the primary school level, 17 sessions at the middle school level;
The teaching hour norm for teachers in schools and classes for disabled and handicapped students is 21 sessions at the primary school level, 17 sessions at the middle school level.
2a. The teaching hour norm for teachers in university preparatory schools is 12 sessions.
3. Teachers appointed as Heads of the Ho Chi Minh Young Pioneer Team at grade I schools teach 2 sessions per week, at grade II schools teach 1/3 of the teaching hour norm, and at grade III schools teach 1/2 of the teaching hour norm of teachers at the same educational level. The classification of schools follows current regulations.
The teaching hour norm for public upper secondary school teachers is 17 sessions.
The teaching hour norm for teachers of public ethnic boarding upper secondary schools is 15 sessions.

Do public upper secondary school teachers who serve as homeroom teachers get reduced teaching periods?
Based on Article 8 of the Regulation on working policies for general school teachers issued along with Circular 28/2009/TT-BGDDT (supplemented by Clause 8, Article 1 of Circular 15/2017/TT-BGDDT), it is stipulated as follows:
Regulations on reduced teaching periods for teachers with additional professional duties
1. Teachers serving as homeroom teachers in primary schools are reduced by 3 sessions/week, in middle schools and upper secondary schools by 4 sessions/week.
2. Teachers serving as homeroom teachers in ethnic boarding schools at the middle and upper secondary school levels are reduced by 4 sessions/week. Teachers serving as homeroom teachers in specialized schools and semi-boarding schools are reduced by 4 sessions/week. Teachers serving as homeroom teachers in schools and classes for disabled and handicapped students are reduced by 3 sessions/week.
2a. Teachers serving as homeroom teachers in university preparatory schools are reduced by 3 sessions/week.
3. Teachers in charge of subject classrooms are reduced by 3 sessions/subject/week.
4. Teachers responsible for school-wide art, physical education, school gardens, school workshops, school equipment rooms, and libraries (if these tasks do not have specialized staff) are reduced by 2 - 3 sessions/week, depending on the workload as decided by the principal.
5. Department heads are reduced by 3 sessions/week.
5a. Deputy heads are reduced by 1 session/week.
5b. Teachers concurrently serving as department heads in university preparatory schools are reduced by 3 sessions/week;
Teachers concurrently serving as deputy department heads in university preparatory schools are reduced by 1 session/week.
Thus, public upper secondary school teachers serving as homeroom teachers are reduced by 4 sessions/week.
What are the duties of public upper secondary school teachers serving as homeroom teachers in Vietnam?
According to Article 4 of the Regulation on working policies for general school teachers issued along with Circular 28/2009/TT-BGDDT, the duties of public upper secondary school teachers serving as homeroom teachers include:
- The duties of teachers are implemented according to the regulations in the Charter of primary schools, the Charter of middle schools, upper secondary schools, and schools with multiple educational levels; the Organizational and Operational Regulations of ethnic boarding schools, semi-boarding schools, specialized schools, and university preparatory schools.
- Understanding and keeping track of students in the class in all aspects to organize educational activities suitable for each target, promoting the progress of individual students and the entire class;
- Coordinating closely with students' families, actively cooperating with subject teachers, the Ho Chi Minh Communist Youth Union, the Ho Chi Minh Young Pioneer Team, and other related social organizations in teaching and educating students in their class;
- Reviewing, evaluating, and grading students at the end of the semester and school year, recommending rewards and disciplinary actions for students, recommending the list of students promoted to the next grade, students needing to retake exams, students needing behavior improvement during summer break, and completing the grading book and student profile.
- Participating in guiding collective activities, education, and training for students organized by the school;
- Regularly or unexpectedly reporting on the class situation to the Principal.
