According to Article 2 of Circular 27/2020/TT-BGDDT regulating the assessment of primary school students issued by the Minister of Education and Training, the assessment of primary school students is implemented according to the following timeline:

- From the academic year 2020-2021 for Grade 1.

- From the academic year 2021-2022 for Grade 2.

- From the academic year 2022-2023 for Grade 3.

- From the academic year 2023-2024 for Grade 4.

- From the academic year 2024-2025 for Grade 5.

By the academic year 2024-2025, Grade 5 primary school students will be assessed according to Circular 27.

What are the 04 methods to assess primary school students under Circular 27?

According to Clause 2, Article 5 of the Regulation on assessment of primary school students issued with Circular 27/2020/TT-BGDDT, the 04 commonly used methods in the assessment process include:

- Observation method: Teachers monitor and listen to students during classroom teaching, using observation sheets, checklists, and diaries to record students' behaviors as evidence to assess their learning and training process.

- Assessment through study records, products, and activities of students: Teachers give comments and assessments on students' products and activity results to assess students according to related assessment content.

- Oral method: Teachers interact with students through questions and answers to collect information for comments and support measures promptly.

- Written test method: Teachers use tests consisting of questions and exercises designed according to the required levels of the program, in the form of multiple choice, essay, or a combination of both to assess the achievement level concerning the education content to be assessed.

What are purpose and requirements when teachers assess primary school students in Vietnam?

(1) Assessment Purpose

Based on Article 3 of the Regulation on assessment of Primary School Students issued with Circular 27/2020/TT-BGDDT, the purpose when teachers assess primary school students is to provide accurate, prompt information, determine the achievements in learning and training according to the required level of the primary education program, and students' progress to guide learning activities and adjust teaching activities to improve the quality of education. To be specific:

- Help teachers adjust and innovate the organization form and education methods during teaching and education; promptly detect students' efforts and progress to encourage and motivate, and identify difficulties that students cannot overcome by themselves to guide and assist in improving the quality and efficiency of students' learning and training activities; contributing to realizing the objectives of primary education.

- Help students self-assess, participate in assessment; self-learn, self-adjust learning methods; communicate, cooperate; have an interest in learning and training to progress.

- Help parents or guardians (referred to as parents) participate in the assessment process and learning and training results, the process of forming and developing students' qualities and competencies; actively cooperate with schools in educational activities for students.

- Help education management officials promptly direct educational activities, innovate teaching methods, and assessment methods to achieve educational effectiveness.

- Help social organizations obtain accurate, objective information and leverage social resources to participate in educational development investment.

(2) Assessment Requirements

According to Article 4 of the Regulation on assessment of Primary School Students issued with Circular 27/2020/TT-BGDDT, the assessment of primary school students must ensure the following requirements:

- Assess students by assessing the level of meeting the required outcomes and specific manifestations of the components of each subject, educational activity, and the manifestations of students' qualities and competencies as required by the primary education program.

- Conduct regular assessments through comments, periodic assessments with scores combined with comments; combine teachers', students', and parents' assessments, in which the teacher's assessment is the most important.

- Assess from the perspective of students’ progress and for their progress; emphasize motivating and encouraging students' efforts in learning and training; help students maximize their abilities and competencies; ensure promptness, fairness, and objectivity; avoid comparing students with each other, and not creating pressure on students, teachers, and parents.
