What is the Application Form for Tuition Fee Exemption and Reduction for Students at Public Vocational Education Institutions in Vietnam?

What are Principles for Determining Tuition Fees for Public Vocational Education Institutions in Vietnam?
Based on Clause 2 Article 8 Decree 81/2021/ND-CP, the principles for determining tuition fees for public vocational education institutions are as follows:
- Public vocational education institutions partially covering their own recurrent expenditures and public vocational education institutions with state assurance of recurrent expenditures (hereinafter referred to as public vocational education institutions not yet self-sustainable in recurrent expenditures) shall determine tuition fees that do not exceed the tuition fee ceiling specified in Point a Clause 1 and Point a Clause 2 Article 10 Decree 81/2021/ND-CP;
- Public vocational education institutions that are self-sustaining in recurrent expenditures shall determine tuition fees for each field based on a factor adjustment compared to the tuition fee ceiling specified for public vocational education institutions that are not self-sustaining in recurrent expenditures as stipulated in Clause 2 Article 10 Decree 81/2021/ND-CP;
- Public vocational education institutions that are self-sustaining in both recurrent expenditures and investment shall be free to determine tuition fees to ensure cost recovery and accumulation according to the provisions of the Law on Vocational Education 2014 and other related documents.
When Are Students of Public Vocational Education Institution in Vietnam Granted Fee Reductions?
Based on Article 16 Decree 81/2021/ND-CP, the regulations are as follows:
Subjects Eligible for Tuition Fee Reduction and Support
- The subjects eligible for a 70% tuition fee reduction include:
a) Students of traditional and specialized arts in public, private vocational education institutions, and public universities providing training in culture and arts, including: folk opera musicians, traditional Hue musicians, Southern amateur music artists, stage actors and actresses, folk performing arts, ca tru arts, bai choi arts, traditional instrument performance;
b) Students in specialized fields including court music, cheo, tuong, cai luong, dance, circus; certain heavy, hazardous, dangerous vocational fields according to the list of heavy, hazardous, dangerous occupations prescribed by the Ministry of Labor – Invalids and Social Affairs;
c) Kindergarten children and students who are ethnic minorities (excluding very few ethnic minorities) in specially difficult hamlets/villages, Level III communal ethnic and mountainous areas, specially disadvantaged coastal and island areas according to the regulations of competent authorities.
- The subjects eligible for a 50% tuition fee reduction include:
a) Kindergarten children and students who are offspring of officials and public employees or workers whose parents suffer from occupational accidents or diseases benefiting from regular allowances;
b) Kindergarten children, general education students, students in general education programs at continuous education institutions whose parents or grandparents (in case they live with their grandparents) fall under the near-poor category as prescribed by the Prime Minister of the Government of Vietnam.
- Subjects eligible for tuition fee support: Primary school students in private education institutions in areas lacking public schools will be supported by the State in paying tuition fees.
Thus, cases where students at public vocational education institutions are granted fee reductions are as follows:
* 70% tuition fee reduction, including:
- Students of traditional and specialized arts in public vocational education institutions, including: folk opera musicians, traditional Hue musicians, Southern amateur music artists, stage actors and actresses, folk performing arts, ca tru arts, bai choi arts, traditional instrument performance;
- Students in specialized fields including court music, cheo, tuong, cai luong, dance, circus; certain heavy, hazardous, dangerous vocational fields according to the list prescribed by the Ministry of Labor – Invalids and Social Affairs;
* 50% tuition fee reduction, including:
Students who are offspring of officials and public employees or workers whose parents suffer from occupational accidents or diseases benefiting from regular allowances.
Vietnam: Are Compulsory Students at Public Vocational Education Institutions Within the National Education System Exempted from Tuition Fees?
Based on Clause 10 Article 15 Decree 81/2021/ND-CP the regulations are as follows:

- Compulsory students (including those studying vocational education dormitories for training periods of 3 months or more) according to the regulations of the Government of Vietnam on compulsory policies for admission to higher education institutions and vocational education institutions within the national education system.

Thus, compulsory students at public vocational education institutions within the national education system are exempted from tuition fees.
