What is the amount of first-time allowance for teachers working on Hoang Sa and Truong Sa Island of Vietnam?

Based on Clause 1, Article 6 Decree 76/2019/ND-CP:

First-time allowance upon assignment to work in especially disadvantaged socio-economic areas

Subjects specified in Article 2 of this Decree, when First-timely assigned to work in agencies, organizations, or units in areas with especially disadvantaged socio-economic conditions, are entitled to the following allowances:

1. An First-time allowance equivalent to 10 months of the statutory pay rate at the time of assignment to work in especially disadvantaged socio-economic areas.

2. In case the family accompanies to the working area with especially disadvantaged socio-economic conditions, in addition to the First-time allowance, teachers can receive:

a) Travel and luggage expenses for family members calculated based on the actual ticket price and fare of public transportation or calculated based on the actual kilometers traveled multiplied by the standard fare of regular public transportation (boats, ships, buses);

b) An allowance equivalent to 12 months of the statutory pay rate for the family.

3. The allowances specified in Clauses 1 and 2 of this Article are paid immediately by the agency, organization, or unit in especially disadvantaged socio-economic areas where the recipient is assigned, and are only provided once during the actual working period in such areas.

Therefore, teachers assigned to work in Hoang Sa, Truong Sa District receive an First-time allowance equivalent to 10 months of the statutory pay rate at the time of their assignment.

Currently, according to Clause 2, Article 3 Decree 73/2024/ND-CP, the statutory pay rate is VND 2,340,000/month.

In case the family accompanies the teacher to the working area, in addition to the First-time allowance mentioned above, the teacher is also entitled to:

- Travel and luggage expenses for family members calculated based on the actual ticket price and fare of public transportation or reimbursed as a lump sum based on the actual kilometers traveled multiplied by the standard fare of regular public transportation (boats, ships, buses);

- An allowance equivalent to 12 months of the statutory pay rate for the family.

Are teachers working in Hoang Sa, Truong Sa District entitled to a professional preference allowance in Vietnam?

According to Article 11 Decree 76/2019/ND-CP:

Professional preference allowance

The professional preference allowance is calculated at 70% of the current salary (according to the salary scale specified by the competent authority of the Communist Party and the State) plus the position allowance, and seniority beyond the frame (if any) applied for the actual working period in especially disadvantaged socio-economic areas for subjects specified in Article 2 of this Decree, including:

1. Civil servants, public employees, and employees who are teachers, and public education managers in educational and vocational training institutions;

2. Civil servants, public employees, and employees directly engaged in medical expertise in state-owned medical facilities including: communal health stations; health stations in agencies, schools; regional polyclinics; maternity homes, health centers, hospitals, and other medical facilities from the commune level and above;

3. Officers, professional military personnel, national defense public employees, and medical staff directly engaged in medical expertise at combined civilian-military health stations.

Therefore, teachers working in Hoang Sa, Truong Sa District are entitled to a professional preference allowance equivalent to 70% of their current salary plus the position allowance and seniority beyond the frame (if any), applied for the actual working period in Hoang Sa, Truong Sa District.

How to calculate the actual working time in Hoang Sa, Truong Sa District in Vietnam?

Based on Clause 2, Article 13 of Decree 76/2019/ND-CP, the calculation of actual working time in Hoang Sa, Truong Sa District is as follows:

- Calculated by month:

If 50% or more of the time in the month is actual working time in especially disadvantaged socio-economic areas according to working policies specified by the competent authority, the whole month is counted; if less than 50% of the time in the month is actual working time in especially disadvantaged socio-economic areas, it is not counted;

For teachers, if they meet 50% of the monthly teaching hour standard or more, the whole month is counted; the summer vacation period for teachers, with salary paid according to policies specified by the competent authority, is counted towards the attraction allowance and professional preference allowance.

- Calculated by year:

Under 03 months is not counted;

From 03 months to under 06 months is counted as half a year;

More than 06 months is counted as 1 year of service.
