What is the allowance rate for lower secondary school teachers in Vietnam?
Based on Subsection 1, Section 2 of Joint Circular 01/2006/TTLT-BGD&DT-BNV-BTC regulations are as follows:
ALLOWANCE RATES AND CALCULATION METHOD
1. Allowance rates
a) The 25% allowance rate applies to teachers directly teaching in universities, colleges, academies, training schools affiliated with Ministries, bodies equivalent to Ministries, entities under the Government of Vietnam, Communist Party organizations, central political-social organizations, and political schools of provinces or cities under central authority (excluding teachers teaching in pedagogical schools, faculties of pedagogy, and teachers of Marx-Lenin science and Ho Chi Minh ideology subjects);
b) The 30% allowance rate applies to teachers directly teaching in secondary schools, high schools, technical and vocational guidance centers, continuing education centers, vocational training centers in plains, cities, district-level towns; professional secondary schools, vocational training schools; political training centers of districts, towns, district-level cities, cities under provincial authority;
c) The 35% allowance rate applies to teachers directly teaching in nursery schools, primary schools in plains, cities, district-level towns; secondary schools, high schools, technical and vocational guidance centers, continuing education centers, vocational training centers in mountainous areas, islands, remote and isolated regions;
d) The 40% allowance rate applies to teachers directly teaching in pedagogical schools, faculties of pedagogy (university, college, secondary), educational and training management cadre schools, and teachers of political subjects in professional secondary schools, vocational training schools;
dd) The 45% allowance rate applies to teachers directly teaching Marx-Lenin science and Ho Chi Minh ideology subjects in universities and colleges;
e) The 50% allowance rate applies to teachers directly teaching in nursery schools, primary schools in mountainous areas, islands, remote and isolated regions.
The determination of mountainous areas is based on regulations of the Committee for Ethnic Affairs; islands based on actual geographical conditions; remote and isolated regions based on the specific characteristics of each locality directed by the Provincial People's Committee after consultation with the relevant Ministries.

Thus, the allowance rates for secondary school teachers are currently as follows:
- 30% rate: For teachers directly teaching in secondary schools in plains, cities, district-level towns.
- 35% rate: For teachers directly teaching in secondary schools in mountainous areas, islands, remote and isolated regions.

How to calculate allowance for secondary school teachers in Vietnam?
According to the regulations in Subsection 2, Section 2 of Joint Circular 01/2006/TTLT-BGD&DT-BNV-BTC, the allowance for secondary school teachers is calculated as follows:
Allowable allowance = General minimum salary x [current rank-based salary coefficient + leadership position allowance (if any) + % (converted to coefficient) of seniority allowance beyond the framework (if any)] x allowable allowance rate.
And according to Section 3 of Joint Circular 01/2006/TTLT-BGD&DT-BNV-BTC, the allowance for secondary school teachers is paid concurrently with the monthly salary period (including summer vacation) and is not used to calculate and enjoy social insurance and health insurance benefits.
The funding source for paying the extraordinary allowance policy is derived from the self-generated revenue of the educational institution as stipulated and the funding provided by the state budget following the Guiding Circulars of the Ministry of Finance on determining demand, sources, and methods of payment for wage reform implementation.
What is the working time in a school year for lower secondary school teachers in Vietnam?
Based on Article 5, Regulations on working policies for common school teachers promulgated with Circular 28/2009/TT-BGDDT (supplemented by Clause 3, Article 1 of Circular 15/2017/TT-BGDDT) regulations are as follows:
Working Time and Annual Leave
1. The working time for primary school teachers in a school year is 42 weeks, in which:
a) 35 weeks for teaching and educational activities as per the annual school year plan.
b) 05 weeks for studying and training to improve professional qualifications.
c) 01 week for preparing the new school year.
d) 01 week for summarizing the school year.
2. The working time for secondary school and high school teachers in a school year is 42 weeks, in which:
a) 37 weeks for teaching and educational activities as per the annual school year plan.
b) 03 weeks for studying and training to improve professional qualifications.
c) 01 week for preparing the new school year.
d) 01 week for summarizing the school year.
2a. The working time for preparatory university teachers is 42 weeks, in which:
a) 28 weeks for teaching and educational activities as per the school year plan;
b) 12 weeks for studying and training to improve professional qualifications, compiling materials, scientific research, and other activities as per the school year plan;
c) 01 week for preparing the new school year;
d) 01 week for summarizing the school year.

Thus, secondary school teachers have a total working time of 42 weeks, which includes:
- Teaching and educational activities as per the annual school year plan: 37 weeks.
