Based on Clause 1, Article 6 of Circular 15/2016/TT-BCA, the regulation is as follows:
Admission to full-time universities and colleges
- Subjects
a) Officers and police officers in the staffing, who have a demand to enhance their educational level and are dispatched by police units or localities;
b) Citizens performing their duties in the People's Public Security with a service period of at least 24 months up to the admission month, who wish and are dispatched by police units or localities to apply for selection;
c) Students with permanent residence registration in the locality where they apply for preliminary selection, who are members of the Communist Party of Vietnam or the Ho Chi Minh Communist Youth Union;
d) Citizens who have completed their duty in the People's Public Security or have completed their military service in the People's Army within no more than 12 months from the date of discharge decision to the date of application.

The subjects specified in Clause 1 of this Article must undergo a preliminary selection process ensuring the following conditions before submitting the application:

Based on Point c, Clause 2, Article 6 of Circular 15/2016/TT-BCA, the ethical and political quality standards for candidates applying to full-time People's Public Security universities and colleges are as follows:
- Regarding ethical standards:
+ For officers and police staff in the staffing, who have a demand to enhance their educational level, dispatched by police units or localities, not during disciplinary enforcement from reprimand or higher, or not during the period of awaiting disciplinary examination;
+ For students with permanent residence registration in the locality where they apply for preliminary selection, who are members of the Communist Party of Vietnam or the Ho Chi Minh Communist Youth Union during high school, achieving conduct from good or higher grades; unmarried and without children (biological children).
+ For citizens currently performing duties in the People's Public Security or who have completed their duty in the People's Public Security, completed military service in the People's Army, during service, annually completing tasks, and not violating discipline from reprimand or higher.
- Regarding political qualities: Ensuring the standards according to the Ministry of Public Security's regulations on recruiting people into the People's Public Security force.

Based on Article 2 of Circular 15/2016/TT-BCA, the principles of admission to People's Public Security schools are as follows:
- Admission to People's Public Security schools must be based on the current admission regulations of the Ministry of Education and Training, the regulations, and guidance of the Ministry of Public Security; the requirements of work, combat, and force building in the People's Public Security; linking staff planning with training planning to meet the demand for qualifications according to the professional title standards of each officer currently holding or will take on after graduation; ensuring quality, quantity; ensuring democracy, fairness, openness, and transparency.
- Admission to People's Public Security schools is implemented on the basis of combining political standards, ethical qualities, academic performance, health, and aptitude of the candidates according to the specific regulations of the Ministry of Public Security with the results of exams, nominations, and selection according to the admission regulations of the Ministry of Education and Training and regulations of the Ministry of Public Security.

Based on Article 3 of Circular 15/2016/TT-BCA the admission rate for female candidates is as follows:
